What the inspector wrote

On March 9 th , 2026, at 11:00 AM, Licensing Program Analyst (LPA) David Nguyen and Licensing Program Manager (LPM) Chayntel Hunter met with licensee Dawna Kirn for the purpose of a case management inspection. The purpose of today's visit is to change the capacity from a small license to large. Licensee was granted a fire clearance by Lodi Fire Prevention Department on 2/5/2026. Licensee's operating hours are Monday through Sunday from 4:00 AM to 3:00 AM. There were two (2) daycare children present at the start of the inspection. Licensee's assistant was also present at the time of the inspection. All individuals subject to criminal background review have obtained a criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA toured all areas accessible to children. Toxic and hazardous items are inaccessible to children. The facility is a detached one-story and single-family home, and consists of three (3) bedrooms, and two (2) bathrooms, and an attached 2-car garage. The off-limits areas in the home include the master bedroom, master bathroom, kitchen pantry, laundry room, garage, and the side yard to the left. Report continues on LIC809-C... (Page 2) (Page 2) The off-limits areas will remain inaccessible to children by a closed door, door knob covers, baby gates and/or baby latches. The on-limits areas in the home include Daycare room, living room, kitchen, dining area, 2 other bedrooms, backyard and the side yard to the right. Exit interview conducted and report was reviewed with the licensee, Dawna Kirn. A notice of site visit was provided and must remain posted for 30 days. Effective today, 3/9/2026, facility is approved for a Large Family Child Care License to serve 12 children (when there is an assistant present) with no more than 4 infants, or capacity of 14 children when 1 child is enrolled in Transitional Kindergarten or above and 1 child at least age 6 with a maximum of 3 infants. Without an assistant, the ratios revert to those for small family childcare home. In the areas that were evaluated, no deficiencies were cited during today's inspection.

This poses an immediate health, safety, or personal rights risk to children in care.
