What the inspector wrote

On April 3rd, 2026, at 9:00 AM, Licensing Program Analyst (LPA), David Nguyen met with licensee, Dawna Kirn for the purpose of an unannounced annual inspection. LPA explained the purpose of the unannounced annual inspection to licensee. There were two (2) daycare children present at the time of the inspection. Licensee’s assistant was also present at the time of the inspection. Licensee's operating hours are Monday through Sunday from 4:00 AM. to 3:00 AM., year-round with periodic breaks throughout the year. LPA discussed with licensee that absences shall not exceed 20 percent of the hours that the facility is providing care per day. Licensee must notify the department anytime facility is closed for vacation or any other leave that requires more than 20 percent of the day to be absent. Meals—breakfast, AM snack, lunch, PM snack, dinner, and bedtime/nighttime snack--are provided to daycare children. Drinking water is provided for daycare children with filtered water and cups. LPA discussed with licensee the annual license fees and verified the annual licensee fees were up to date. Transportation is also provided to daycare children if needed. Licensee acknowledges that only drivers, who are licensed for the type of the vehicle to be operated, shall be permitted to transport children in care, the manufacturer's rated seating capacity of the vehicle shall not be exceeded, motor vehicles used to transport children in care shall be maintained in safe operating condition, and all vehicle occupants must be secured in an appropriate restraint system. (Page 2) (Page 2) A review of the Facility Personnel Summary shows that all adults living and working in the home have criminal record clearances on file with Licensing Office. The licensee stated that no new residents moved into the home during today’s visit. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. A health and safety inspection was conducted in all areas accessible to children. The facility is a detached one-story and single-family home consists of three (3) bedrooms, two (2) bathrooms, and an attached thee-car garage. The off-limits areas in the home include the master bedroom, master bathroom, kitchen pantry, laundry room, attached 3-car garage, and the side yard to the left. The off-limits areas will remain inaccessible to children by closed doors, door knob covers, baby gates and/or baby latches, and SUPERVISION . The on-limits areas in the home include Daycare room, living room, kitchen, dining area, 2 other bedrooms, backyard and the side yard to the right. LPA observed the required postings in the daycare room and a working phone. 3A40BC fire extinguisher meets regulations. LPA observed smoke and carbon monoxide detectors and verified they were both functional. LPA toured the kitchen area and verified knives and cleaners were inaccessible to children in care. Licensee stated there are no weapons in the home. There are no bodies of water on the premises. LPA observed a restroom and verified that hazardous and toxic items were inaccessible to children in care. During today’s visit, LPA observed two (2) trampolines in the backyard. Licensee acknowledges she understands and follows the guidelines of the manufactures for children’s safety. Licensee stated that her FCCH houses four (4) indoor/outdoor dogs. Children's files were reviewed. Emergency information and required immunization records were on files. LPA observed a current roster. Licensee's immunization records for measles (MMR), pertussis (Tdap), and the flu are available in the facility file. Current in-person EMSA pediatric CPR and First Aid certification was verified and expired on 03/2026 . During today’s visit, licensee stated that she completed her Pediatric CPR and First Aid on 4/4/2025 , Child Care Providers Mandated Reporter Training certification was verified and expired on 9/11/2027 . (Page 3) (Page 3) LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was made aware of the LIC9227--Individual Infant Sleeping Plan, for infants under 12 months and sleep logs for all infants in care under 24 months need to be maintained in children’s files. This provider is not currently providing IMS services to children in care. Incidental Medical Services (IMS) policy was discussed. Incidental Medical Services (IMS) policy was discussed. During the exit interview, the Licensee, Dawna Kirn confirmed that there are no Registered Sex Offenders living in the facility, and LPA completed the RSO profile in FAS.
