What the inspector wrote

Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Alecia Sifuentes met with Director Kimberly Bowers for the purpose of a pre-licensing inspection. Licensee is requesting to add a school-age component for 40 school-age children enrolled in kindergarten and above and a decrease in capacity for the currently licensed preschool component for 70 children from age two years to entry into kindergarten for a total capacity of 110. The program currently operates Monday through Friday from 8:30 a.m. to 1:30 p.m. The fire clearance was granted and received on 6/26/2024. The facility currently provides snacks only. LPA informed Director that the facility will be converted to a single child care center license under facility number 394501182, therefore LPA will be closing the current preschool facility number 393608939. LPA reviewed with Director the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. INDOOR ACTIVITY SPACE: There are five preschool classrooms located in rooms #100, #102, #103, #104, and #105 and two school-age classrooms located in rooms #106 and #107. Director stated that there is an additional room, Play N' Stay room #110 that they plan to utilize for both components. Director will request a Commingling First and Last Hour Waiver. LPA observed a sufficient amount of equipment, toys, tables, chairs, and cubbies for the children. There is a first aid kit in each of the classrooms. Medications will be stored in the office in a locked box. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Director stated there are no poisons or firearms on the premises. LPA observed a drinking fountain in each classroom. LPA observed a functional carbon monoxide detector in the each classroom. LPA observed a sign-in/sign-out system binder. Report continues on LIC809-C page 2. Page 2. LPA used current measurements from report dated 4/7/2003, therefore LPA did not take measurements for the preschool rooms #102, #104, and #105. LPA measure preschool rooms #100 and #103. The preschool classrooms contain a total of 3,530 square feet which will accommodate Licensee\342\200\231s request for 70 preschool children. LPA measured the school-age rooms #106 and #107. The school-age classroom spaces contain a total of 1,528 square feet which will accommodate Licensee\342\200\231s request for 40 school-age children. There is one toilet and two sinks located in each preschool classrooms #100, #102, #103, #104, and #105 for a total of 10 sinks and 5 toilets. There are two toilets and four sinks located in the school-age classrooms #106 and #107. Director stated that the third toilet is located in room #110 for the school-age children. There is a private restroom for staff located down the hall near the TK/Kinder Yard. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary. OUTDOOR ACTIVITY SPACE: There are two outdoor areas on the property, Preschool Yard and TK/Kinder Yard. The outdoor play areas are fenced with a chain link fence that is at least four feet tall. LPA observed a sufficient amount of equipment and toys. There is one play structure located on the preschool side which is approved for ages 2-5 years old. There are two play structures located on the school-age yard which is approved for ages 5-12 years old. There are no bodies of water on the premises. There are shaded areas supplied by trees and canopies. LPA measured the Preschool Yard. The preschool area contains a total of 10,980 square feet which will accommodate Licensee\342\200\231s request for 70 preschool children. LPA measured the TK/Kinder Yard. The school-age area contains a total of 3,309 square feet which will accommodate Licensee\342\200\231s request for 40 school-age children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. Page 3. LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Director any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Effective today, 7/24/2024, LPA will approve the facility for 70 preschool children ages two years to entry into kindergarten in rooms #100, #102, #103, #104, and #105 and 40 school-age children enrolled in kindergarten and above in rooms #106 and #107.
