What the inspector wrote

On 07/17/25, Licensing Program Analyst (LPA) Elvira Sierra and Licensing Program Manager, Chayntel Hunter met with Licensee/Applicant, Ashesh Singh and Director, Tyanne Woodyard Smith for the purpose of a case management inspection. The facility is currently licensed for a capacity of 96 children (78 preschool and 18 toddlers). Applicant requests to add an infant component for a capacity of 16 infants aged 6 weeks to 18 months and a decrease the preschool component from 78 children to 62 preschool children two years to entry into first grade. Toddler component remains the same (18 toddlers). To tal capacity of 96 children stays the same. The applicant understands that any child enrolled in a TK, Kinder or elementary grade is a school age child and can only attend a school age program. The program currently operates Monday through Friday from 6:00 a.m. to 06:00 p.m. The fire clearance was granted and received on 07/03/25. The facility currently provides breakfast, lunch, and afternoon snacks. The facility will provide baby food and formula for the infants. Parents will provide baby wipes, and diapers. All food is prepared on site. Census include five staff supervising 30 children. INDOOR ACTIVITY SPACE: There is one infant classroom located in an infant room (ground level).LPA observed sufficient amount of equipment, toys, tables, chairs, highchairs, cubbies, and napping cots. LPA observed six cribs located in the crib area which is separated from the activity space using a four-foot tall wall partition. LPA measured the infant classroom indoor activity space. The Infant classroom contains a total of 588 square feet which will accommodate applicant requests for 16 infants. LPA observed two portable sinks within arm’s reach of a changing table. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Report continues LIC809-C page 2.. **This is an amending report** Page 2… OUTDOOR ACTIVITY SPACE: There is a outdoor playground located upstairs (ground level) and one indoor playground area on the property. The outdoor area is fenced with a wrought iron fence and building walls that are at least four feet tall. LPA observed a sufficient amount of equipment and toys for the children.. The facility uses a retractable gate to separate the infant outdoor space due to a play structure that is designated for children 2 to 7 years old. There are no bodies of water on the premises. There are shaded areas supplied by overhangs. The indoor playground is near the front entrance and divided into four sections. LPA measured the infant outdoor area. The infant outdoor play area contains a total of 929.81 square feet, which will only accommodate 12 children. The applicant has requested a shared outdoor and insufficient space waiver. In addition the facility will be using the indoor playground area as an alternative for physical and sensory activities. (Individual measurements are recorded on the Capacity Worksheet (LIC 9024). LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Report continues LIC809-C page 3.. The following items are required before a license is approved: 1. Final file review from Licensing Program Manager. 2. Outdoor, napping and commingling waiver. Notice of Site Visit posted. Exit interview conducted and report was reviewed with Applicant, Ashesh Singh.
