What the inspector wrote

On February 06, 2026, at 9:15 AM, Licensing Program Analysts (LPAs) Deborah Khashe and Denice Pablico met with Licensee Elda Mendez for the purpose of an unannounced annual inspection. Entrance Checklist was provided for Licensee. LPAs observed two (2) children present in the home with Licensee Elda Mendez. Licensee's operating hours are Monday through Friday from 7:00 AM to 6:00 PM. Licensee provides breakfast, AM, snack Lunch and PM snack. Water is available throughout the day with cups and water bottles. LPA verified that annual fees are current. All individuals subject to criminal record review have obtained a criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of five days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs toured the on-limit areas of the home. The daycare has adequate toys and age appropriate playthings for children. Licensee understands that if they want to make any off-limit area an ON-limits area, they must notify licensing and LPA must do an inspection BEFORE children are allowed in the area. LPAs reviewed three (3) children's files, and LPAs observed emergency information and required immunization records were on file. LPAs observed a current roster and documentation that a fire drill is conducted at least once every six months. The last fire drill was conducted on 12/09/2025. LPA verified Licensee's immunization records were available in the facility file. Current Mandated Reporter Training certificate was verified and expires on 09/2026. Current EMSA pediatric CPR and first aid certification was verified and expires on 10/2026. Report continues on LIC 809 C \342\200\246 ( page 2) (Page 2) Fire extinguisher and first aid kit are by bathroom. Smoke alarm and carbon monoxide detectors were observed to be in operational order. Licensee stated there are no weapons in the home. There is no longer a fireplace in the home, it was removed. Hazardous items and personal hygiene items are made inaccessible to children. Sharp utensils are stored in kitchen in a locked drawer with child lock. LPA discussed the safe sleep regulations with licensee, Elda Mendez and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee, stated she is not currently serving any children under the age of 2 years old. Licensee understands that licenses are not transferable, and once licensed, licensee must live in the home and be present for 80% of the operating hours. Applicant understands that if an unusual incident occurs, licensing is to be notified via phone call, e-mail or fax within 24 hours, and the Unusual Incident Report LIC 624 shall be submitted within 7 days to remain in compliance. Licensee understands that if any structural changes are made to the home, licensing must be notified prior to construction. Licensee understands that if they want to make any off-limit area an ON-limits area, they must notify licensing, and LPA must do an inspection BEFORE children are allowed in the area. Applicant understands that children\342\200\231s records are to be maintained according to Title 22 regulations and be accessible to licensing for up to three years. Report Continues on LIC 809C... (Page 3) (Page 3) This Family Child Care Home has an In Ground Swimming Pool. LPA discussed and provided copy of HSC 1596.814 Swimming Pool Safety. The backyard has an in-ground pool that is fenced per Title 22 and HSC 1596.814 regulations. LPA observed the gate to self-close and self-latch. LPA also observed a labeled United States Coast Guard life ring, a rescue pole with a body hook and minimum fixed length of 12 feet, and a functioning ASTM International Standard F1346-23 pool cover or functioning ASTM International Standard F2208 pool alarm. Licensee provided documentation that the pool cover or alarm meet ASTM standards. LPA observed a daily inspection log of Licensee\342\200\231s drowning prevention safety features and safety equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, Elda Mendez confirmed that there are no Registered Sex Offenders living in the facility, and LPA completed the RSO profile in FAS.
