What the inspector wrote

Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Alecia Sifuentes and Licensing Program Analyst (LPA) Stacey Williams met with Director Poonam Sharma for the purpose of a Change of Components Served and Change of Capacity Inspection. Licensee requests to remove the toddler component and increase the infant component. Licensee is requesting a capacity of 26 infants ages 0-24 months. Licensee is not making changes to the preschool capacity. The program currently operates Monday through Friday from 6:30 a.m. to 6:30 p.m. The fire clearance was granted and received on 12/5/2025. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. INDOOR ACTIVITY SPACE: There is one infant classroom located in Room #1 (previously the toddler classroom). LPA observed a sufficient amount of equipment, toys, tables, chairs, high chairs, and cubbies for the infants. LPA observed three sinks and two toilets in the classroom. LPA observed a diaper changing table within arm’s reach of a sink. LPA observed a crib room in Room #6 with four cribs and three mats. LPA observed one sink in the crib room There are four preschool classrooms located in Rooms #2, #3, #4, and #5. LPA observed eight toilets plus one urinal and eleven sinks for the children. Report continues on LIC809-C page 3. Page 2. Director provided LPA with confirmation that the facility has an exempt Heritage School program with the CA Department of Education. Director stated that the program currently operates in preschool Room #5 from 6:30 a.m. to 8:00 a.m. and 12:00 p.m. to 6:30 p.m. LPA will update the license to indicate when the preschool children utilize Room #5. LPA used current measurements from report dated 4/10/2025 therefore LPA did not conduct measurements. The total infant classroom space contains a total of 922 square feet, which will accommodate Licensee’s request for 26 infants. OUTDOOR ACTIVITY SPACE: There are three outdoor areas on the property, Infant Yard and Preschool Yards (large area and back area). The facility currently has a Shared Outdoor Space Waiver on file for the toddler component to utilize the infant yard. LPA informed the Director that the waiver is voided since the toddler component is being removed. LPA measured the infant outdoor activity space. The outdoor play area contains a total of 1,953 square feet, which will accommodate Licensee's request for 26 infants. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the Director shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that lead testing is not required due to the building being built March 2025. LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ). Effective today, 12/18/2025, the facility is approved for 26 infants and 124 preschool children for a total capacity of 150.
