What the inspector wrote

On Thursday April 16, 2026, Licensing Program Analyst (LPA) Elvira Sierra conducted an unannounced Annual inspection and met with Licensee, Christina Castro. Facility hours of operation are seven days a week 24 hours a day. Present in the facility was Licensee and her two assistants caring for seven daycare children. Capacity specified on the license was met on today’s inspection. A health and safety inspection was conducted in all areas accessible to children. Off-limit areas are: All bedrooms (including bathroom inside master bedroom) living room, dining room, kitchen, all closets except first hallway closet, indoor patio area, garage, side yard, front yard, storage shed area located in the backyard, and enclosed garbage area. Living room and indoor patio area will only be used when transition to the backyard. Off-limits areas remain inaccessible to children by closed doors, locks and/or supervision. The licensee acknowledges that she must contact LPA prior to making an off-limits area on-limits and vice versa and any new construction to the home. LPA observed required posting by the main entrance of the home. LPA observed no hazardous items accessible to children in the daycare areas or the children's bathroom. Fireplace contains a screen and is not used during day care hours. Age appropriate toys were observed in the daycare area. Licensee stated that there are no children enrolled that required medical service. Functioning smoke/carbon monoxide detectors were observed and a 2-A10BC fire extinguisher. Licensee stated there are no weapons in the home and no bodies of water were observed. Licensee stated that none of her direct neighbors have a swimming pool or any type of bodies of water. Licensee understand 100% supervision in unfenced areas. Licensee is registered with local food program and provides all meals for enrolled children. Per licensee transportation is provided for clients if needed. Last fire drill was conducted last on 11/17/25 and is properly documented. Report continues on subsequent page LIC 809C page 2 .... Page 2.. Five children's file were reviewed. Preventative health and current pediatric CPR and first aid was verified for Licensee. CPR expires on 04/20/26 and Licensee already made an appointment to renew her CPR. Mandated Reporter Training was observed and expires on 04/01/27. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/ safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was made aware of the (LIC9227) Individual Infant Sleeping Plan, for infants under 12 months and sleep logs for all infants under 24 months need to be maintained in children’s files. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, Christina Castro confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
