What the inspector wrote

On 07/23/25, Licensing Program Analyst (LPA) Elvira Sierra and Licensing Program manager (LPM) Chayntel Hunter met with Licensee Representative (LR) Lisa Lopez for the purpose of a relocation inspection. Facility was previously license under facility number # 390306366. Facility operates inside the Lawrence Elementary School grounds in portable #7, Monday-Friday part day in the morning from 08:00 AM to 11:00 AM and in the afternoon from 12:00p.m. to 03:00p.m. Facility operates under a combination of Head Start and State Preschool funding. Per LR facility will provide breakfast, lunch and snacks. All meals will be provided by the central kitchen school district cafeteria and preschool children will be using the school cafeteria for all their meals. Fire clearance was granted on 07/22/25 for 24 children in portable #7. INDOOR ACTIVITY SPACE: A health and safety inspection was conducted and the following was observed. The classroom is fully furnished. LPA observed sufficient amount of furniture, toys, and play equipment in the classroom. There are cubbies for the children in care. LPA observed a functional smoke and carbon monoxide detector and a fire extinguisher that meets regulations. Director stated that medications will be stored in a lock cabinet in the classroom. Cleaning supplies will be lock and stored in the classroom cabinets.LR stated there are no poisons or firearms on the premises. LPA observed two water fountain in the classroom and several in the preschool playground. LPA observed a paper sign-in/sign-out system. Report continues on LIC809C page 2.. Page 2.. LPA measured the preschool classroom #7. The total classroom space contains a total of 981 square feet, which will accommodate Applicant\342\200\231s request for 24 preschool children. There are 2 toilets and 2 sinks available for children usage inside the classroom and a separate staff restroom is available also inside the classroom. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the teacher area and will use the staff restroom, if necessary OUTDOOR ACTIVITY SPACE: There is a one yard designated for the preschool children located by the school readiness center office. The outdoor play area is fenced with a chain link fence that is at least four feet tall. LPA observed a sufficient amount of equipment and toys. T he play structure includes a safety label, which designates use for children 2 to 5 years old . There are no bodies of water on the premises. There are shaded areas supplied by trees and a large canopy. LPA measured the preschool outdoor activity space. The outdoor play area contains a total of 4305.80 square feet, which will accommodate Applicant\342\200\231s request for 24 preschool children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). This facility provides Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children\342\200\231s ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. Report continues on LIC809C page 3.. Page 3.. LR was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LR was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Written Directives for Lead Testing in Child Care Centers: Assembly Bill 2370, Chapter 676, Statutes of 2018, added Health and Safety Code section 1597.16 requiring all licensed Child Care Centers constructed before January 1, 2010, test their water for lead between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first lead testing. For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.
