On 7/29/21, at 11:30 AM, Licensing Program Analysts (LPAs) Elvin Baddley and Austin Rios conducted an unannounced Required Inspection the abovementioned Child Care Center (CCC). The LPAs met with Doris Angel , Director of the CCC and explained the purpose of the inspection. The LPAs, in the company of Director, toured the interior and exterior of the CCC. The CCC operates from 7:30 AM to 5:30 PM, Monday - Friday. The preschool uses five classrooms (Room One- 3 years old, Room Two- 3-4 years old, Room Three-5-6 year olds, Room Four ages 4-5 year old, Room Seven 2 years old) for child care. LPA observed 48 children on site during the inspection along with 5 teachers. The classrooms of the CCC are clean and organized. The classrooms had age appropriate toys and furnishings available for children in care. The CCC has an operable carbon monoxide detector which was tested (11:50 PM). The bathrooms in the CCC are in safe and sanitary operating condition. LPAs observed operable refrigerators on site and noted morning and afternoon snacks are provided by the CCC, while children in care bring lunches from their homes. Disinfectants and cleaning solutions are stored on elevated shelves in CCC classroom cabinets which are beyond the reach of children in care. Likewise, sharps in the classrooms are observed on elevated shelves, beyond the reach of children in care. LPAs observed medication stored in an elevated shelf in the kitchen area which is beyond the reach of children in care. The CCC has two outdoor playground areas (Tot yard and Preschool yard). The Tot yard is enclosed by chain linked fencing, while the Preschool yard rest in the middle of the CCC. The playground fences' entry/exit gates are secured. LPAs observed age appropriate toys and play equipment in the playground areas. The toys and play equipment are in suitable condition and free of sharp, loose or pointed objects. The play structures in the playground areas have adequate cushioning materials to absorb falls in the form of sand and an abundance of shade created by trees and shade sails. No bodies of water are observed on site. There is available drinking water for children both inside the classroom and outside in the play area. Waste receptacles with tight fitting covers are observed throughout the center. (CONT 809-C) LPAs observed licensing required notices and documents posted predominately in each of the CCC's classrooms. A posted menu was also reviewed by LPAs. LPAs observed Sign In/Out forms at the CCC and found the forms to be completed appropriately. A sampling of staff and children records are reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as medical assessments. Staff records were reviewed and contained current pediatric First Aid/CPR certifications as well as certifications for Mandated Reporter. Director informed LPAs no firearm or ammunition is stored on the premises. This facility provides Incidental Medical Services (IMS). LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. Director is reminded that it is Director's responsibility to know the regulations for a CCC which can be accessed on-line at www.ccld.ca.gov .
