On May 6, 2026, at 9:25 AM Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced annual random inspection at the above-mentioned Child Care Center (CCC). LPA met with Director, Jamie Sanbonmatsu, and discussed the purpose of the inspection. At the time of the inspection 25 children and 6 staff (cleared and associated) were present. The preschool hours of operation are from 8am – 4pm, Monday thru Friday. LPA in the company of the Director toured the interior and exterior of the facility. The CCC consists of 4 classrooms and outdoor play area. LPA observed required licensing forms to be posted in the entryway of the facility amongst other places throughout the facility. LPA observed the classrooms to be clean and orderly. Age-appropriate toys and equipment are in good condition. Director informed LPA cleaning compounds are stored in child locked cabinets in each classroom. LPA observed cabinets and drawers that are not secured to be free of hazards. There are sufficient restrooms for children which LPA observed to be clean and free of hazards. LPA observed smoke detector and fire alarm which director stated they checked regularly to ensure they are functioning. Carbon Monoxide detector was tested and found to be operable at 9:51 AM. LPA observed multiple regulation fire extinguishers throughout the facility. Trash cans with tight fitting lids were observed throughout the facility. Cubbies are afforded for each child in care. LPA observed the wall heater covers were not secured and advised the director to secure them. LPA observed the outdoor play area to be surrounded by a chain link fence with sufficient s pace for children’s activities. Drinking water is made available to children via filtered water both inside classroom and outside. continued on 809-C Children's personal water bottles are filled and used during the day for the younger classrooms. LPA advised the director to keep an eye on the height of the perimeter fence in the outdoor play area, as it appeared to be deflecting. LPA observed age-appropriate equipment and play structure in good repair. LPA notes the play structure's fall zones have sufficient cushioning. LPA observed multiple outdoor play areas that director stated are only opened when there is appropriate supervision. A sampling of children's files was reviewed. LPA observed all children's files to be current and complete. LPA reviewed files for the staff present which were found to be current and complete as well. LPA notes majority of staff have current Pediatric CPR/First Aid Certification. LPA observed fire drills are being conducted and logged with the last fire drill on 4/30/26. LPA observed the sign in and out sheets to filled out appropriately for the children that are present. LPA did not observe any bodies of water on site. There are no fire arms or ammunition on CCC site. CCC provides on AM snack and a PM snack to children. Parents provide the lunches for children in care. LPA observed kitchen area to be clean and free of any defects. The refrigerator contains food items consumed by the CCC's children. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed, on 2/11/22, in accordance to the Written Directives outlined in PIN 21-21.1-CCP . continued on 809-C This facility provides Incidental Medical Services – IMS.
