What the inspector wrote

On 4/24/24, at 11:15 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted a Random/Annual Inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Robin Reed, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. The home\342\200\231s living room, kitchen, converted garage, hallway bathroom and backyard are used for child care, while the home\342\200\231s bedrooms are excluded. At the time of the inspection, LPA observed 11 children and one Assistant (cleared and associated) providing care and supervision. LPA observed the FCCH to be clean and orderly. The bathroom used for care services is clean and free of toxins. LPA observed cleaning compounds on the shelf of an elevated kitchen cabinet and underneath the sink in a secured cabinet. LPA observed medications in the FCCH stored on elevated shelf in kitchen cabinet which is also inaccessible to children in care. Toys, furniture and equipment in the FCCH are age appropriate. LPA observed required licensing forms and documents post on the wall in FCCH's converted garage. Additionally, LPA observed a fireplace in the living room which is screened by a glass. LPA observed a smoke and a carbon monoxide detector in the FCCH. Each detector was tested (11:55 AM and 11:56 AM) and found to be operable. LPA observed a regulation fire extinguisher in the FCCH's converted garage area which was serviced on 3/11/24. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed the home\342\200\231s fire/disaster drill log which noted the most recent fire drill occurred on 4/2/24. The home maintain operable telephone services. The FCCH's backyard is enclosed by wooden fencing. The fence\342\200\231s entry/exit gates are secure. The footing in the backyard area is varied. LPA observed the backyard to be partitioned by wire fencing which separated the area of play and a garden areas for areas of personal use. Toys and play equipment observed in backyard are age appropriate. Licensee is reminded to remove and replace outdoor toys and equipment when such items begin to degrade and are not in good repair. LPA observed no bodies of water on site. (CONT. 809-C, Page 2) LPA reviewed the records of children on site. The records were current, complete and possessed emergency contact information and immunization records, among other required licensing documents. The Licensee's records are current and complete with pedantic CPR and First Aid certifications (EMSA approved) expiring on 6/13/24, and Mandated Reporter training certification expires on 5/3/24. The Licensee informed LPA no firearm or ammunition are stored on site. LPA notes two dogs are on site. LPA reviewed the dogs vaccinations and note the records are current. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 4/24/24. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Robin Reed.
