On 11/3/22 at 11:55 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Year Required Inspection of the abovementioned Child Care Center (CCC). LPA met with Ruby Alcantar, Site Supervisor, of the CCC and explained the purpose of the Inspection. LPA in the company of the Supervisor toured the interior and exterior of the CCC. The CCC operates from 7:30 AM to 3:00 PM, Monday - Friday. The CCC is a Infant program with a toddler option. LPA observed ten children on site along with six teacher (cleared and associated).providing care and supervision. The CCC has ventilation, as well as heating, to afford for children in care. LPA observed age appropriate toys and furnishings throughout the CCC. The CCC has four cribs on site. Site Supervisor notes additional cribs are available for children should more be needed. Napping cots are on site and available for the children with increased levels of mobility. LPA observed multiple carbon monoxide detectors on site. A detector was not tested as a number of children were napping during the inspection. The detector will be tested post inspection. The CCC's bathroom is in safe and sanitary operating condition. Additionally, change tables are available with a sink within arm's reach. The CCC has an operable refrigerator. The refrigerator houses children's foods which are labeled and dated. The CCC provides the children in care bottled water. Site Supervisor is reminded of the necessity to test the CCC's water supplies for lead containments. The CCC provides snacks and lunches for older children capable of eating. LPA observed menus posted in the classrooms along with required licensing notices and documents. Sign In/Out forms are maintained for each individual child. The forms contain the children's arrival and departure times as well as the signatures of the children's authorized representatives. It should be noted the CCC is very clean, orderly and well organized. Disinfectants and cleaning solutions are secure in a cabinet in the kitchen area which is inaccessible to children in care. There is no medication on site, however the Supervisor informed LPA medication is stored in a secure location in the kitchen area when on site. (CONT. 809-C) The CCC has an outdoor play area for both infants and toddlers. The area is partitioned by chain linked fencing to create space for each group. LPA observed age appropriate toys/play equipment in the play area. The toys/play equipment are free of sharp, loose or pointed objects. Site Supervisor is reminded to replace toys/play equipment which begins to degrade or is not in good repair. There is ample shade provided in the outdoor play area created by coverings. Play structures also have ample material at the base for cushioning. Three locked sheds are in the outdoor play area. The sheds contain center supplies and equipment. No bodies of water were observed on site. Children's record were reviewed and found to be complete. LPA observed sleep plans as well as sleep logs completed in 15 minute intervals. Children in care have needs and service plans as well as immunization records and emergency contact information, among other things. Staff Pediatric CPR/ First Aid and Mandated Reporter certifications are current. Site Supervisor informed LPA no firearms or ammunition are stored on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an or additional resource. LPA also informed Facility Representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
