On 11/14/2024, at 2:25 PM, Licensing Program Analyst (LPA) Joaquin Mendez conducted an unannounced Required 3year Annual Inspection of the Aguirre Family Childcare Home. LPA met with Celia Aguirre, Licensee. The purpose of the visit was discussed with the Licensee and together we toured the inside and outside of the home. LPA observed four (4) children in care at the time of the inspection with two assistants (S1) and (S2). The home is a three (3) bedroom and two (2) bathroom home. The main day care areas are the front living room, family room (furnished into daycare), hallway bathroom and backyard play area. LPA observed the off-limits areas which include the three (3) bedrooms, kitchen, dining room, and one (1) bathroom and are made inaccessible to children in care by way of a doorknob covers on each of the doors. LPA observed a gate to the back entrance to the kitchen secure. At 2:35PM LPA observed the front gate to the kitchen missing, making the kitchen, and dining room accessible. LPA inspected the kitchen in its entirety and did not find anything toxic or hazardous accessible to children. \302\267 Knives were stored in an elevated cabinet inaccessible to children. \302\267 LPA observed the cleaning supplies and chemicals in a locked elevated cabinet in the hall just outside the kitchen, inaccessible. Licensee stated she is having the wall entrance to the kitchen repaired and so the gate is not placed. LPA observed the door placed in front of the kitchen and still accessible. A technical assistance LIC9102 was issued on today\342\200\231s visit. LPA explained the safety and security of the children must always ensure the safety of the children in care. \302\267 LPA observed the day care area to be clean and orderly. \302\267 LPA observed age-appropriate books, toy, games, tables, and chairs. LPA reminded licensee to replace toys and furniture as needed when the quality of play structures is harmful to children in care. Continue on LIC809C \302\267 The fire extinguisher was observed with a purchase date 11/14/2024. LPA reminded licensee to replace or service fire extinguisher every year. \302\267 There is a functioning carbon monoxide detector tested at 2:49PM and smoke detector tested at 2:48PM in the home, that meets statutory requirements, and are functioning at the time of inspection. \302\267 The bathroom was clean with no toxins posing any immediate danger to children in care. The backyard is completely fenced by wood fencing. \302\267 Exits were securely locked. \302\267 LPA observed age-appropriate toys and play structures. LPA advised the licensee the importance of maintaining clean play structures with daily checks prior to allowing children in care access. \302\267 LPA notes No bodies of water were observed. \302\267 LPA reminded the Licensee to always keep inaccessible rooms inaccessible to children in care by lock or safety doorknob cover. Children's records were reviewed and found to be complete with all required documents. LPA reminded Licensee the importance of maintaining license related documents for all children in care. LPA reviewed the facility roster and is up to date. LPA reviewed licensee\342\200\231s records. \302\267 Licensee is current with immunization required per SB 792 \302\267 Licensee\342\200\231s Mandated Reporter Training expired 10/22/2024. Licensee stated she completed the class but misplaced her certificate. Licensee will send a photocopy of the mandated reporter certificate by the end of business day 11/28/2024. LPA reminded licensee to complete Mandated Reporter Training every (2) two years. A technical violation is issued. HSC 1596.8662(b)(1) \302\267 The last Safety drill was conducted and documented on 7/19/2024. \302\267 Licensee is current with CPR and First Aid which expires 8/22/2025. LPA reminded the Licensee to renew her certifications every two years. Continue on LIC809C Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee does not provide Incidental Medical Services (IMS). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies Continue on LIC809C (R&Rs) throughout California. During the exit interview, the LICENSEE Celia Aguirre, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 11/14/2024. A Technical violation and a Technical Assistance are being cited based on LPA observation, interview, and record reviews pursuant to Title 22 of the CA Code of Regulations LIC9102TV and LIC9102TA. Licensee was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Celia Aguirre in the preferred language, Spanish.
