What the inspector wrote

On September 19, 2024 at 9:30 AM, Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced Annual/Random Inspection at the above Child Care Center (CCC) LPA met with Site Supervisor Melanie Powers and 2 substitute teachers from San Luis Obispo County of Education (SLOCoE), Ms. Sam Edwards and Ms Lauren. Ornellas LPA explained the purpose of the inspection. CCC operates from 9:00 AM to 12:00 PM and provides care to children age 3 to 5 years old. During the inspection, LPA observed 13 day care children having snack in the classroom provided by the CCC. It was observed that licensing required forms are posted in the wall. LPA observed various activities, along with age appropriate toys, equipment and manipulative in the classroom. The CCC ensures that children have easy access to drinking water, staff uses Brita pitcher to refill children's personal water bottle. Upon arrival, Ms. Powers notified LPA that Nipomo High School ground was under locked down, but certain details were not announced. LPA observed the outdoor area from the classroom noting that there were no apparent hazards. CCC conducts and documents fire and disaster drill every 4 months. Last drill was conducted on 9/09/2024. Nobodies of water was observed, Site supervisor confirmed that there are no guns or ammunition in the CCC. Continued on LIC 809C LPA reviewed sign-in/out sheet and found that the records were consistent with the no. of children present. LPA also reviewed the staff records, Site Supervisor has valid Child Development Program Director Permit which expires on 3/1/2029, the Pediatric First Aid/CPR certificates expires on 6/2025. Mandated reporter training certificate expires on 8/19/2026. The substitute teachers.' files are stored at the office of SLOCoE. This facility provides Incidental Medical Services (IMS). LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Continued on LIC 809C Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP . LPA verified that the lead testing was completed on 11/02/2022 in accordance to the Written Directives outlined in PIN 21-21.1-CCP During today's inspection, no deficiency was cited.
