What the inspector wrote

On 6/16/2022 12:50 PM, Licensing Program Analyst Gigi Reyes conducted an unannounced 1 Year Required inspection and met with Licensee, Cindy Cipres. LPA asked pre screening questions related to COVID- 19 and licensee\342\200\231s responses indicate there are no COVID 19 exposures on site. LPA discussed the purpose of the inspection. There were 13 children 3 of whom were infants and 3 staff present during the inspection. LPA in the company of Licensee toured the interior and exterior of the day care. LPA observed the 3 infants, Infant # 1, 2 and 3 were napping in a baby rocker, body of infant 3 is curled up while napping in the rock and play equipment. LPA observed that the 3 Fisher Price rock and play equipment were recalled on 4/12/2019, per US Consumer Products Safety Commission. On or about 2:50 PM, LPA observed Licensee woke up Child # 9 from nap to join the rest of the children outside. Licensee stated that parent does not want the child to take a long nap. LPA observed smoke and carbon monoxide detectors in the home. Bathroom is toxin free. The regulation fire extinguisher was serviced on 6/16/2022.. Home conducts and documents fire and disaster drill every 2 months last drill was conducted on 4/6/2022 The backyard is enclosed by wooden fence. LPA observed age appropriate toys and play equipment. No bodies of water were observed on site. Licensee stated there are no guns or ammunition in the home. LPA Reyes reviewed facility file, Pediatric CPR and First Aid expires on 7/12/2022. Licensee and Assistant renewed the Mandated Reporter Training Certificates which expire on 1/12/2024 . Cont. on LIC 809C The children's records were reviewed. Infant 1 does not have LIC 9227 Individual Safe Sleep Plan on file. Licensee and staff are checking and documenting napping infant every 15 minutes. Child # 1, Child # 7 and Child # 10 have no record of immunization. prior to admission in the day care. Licensee is not documenting the child's immunization in the PM 286 During today's inspection, Type A and Type B deficiencies were cited under Title 22 Division 12. and Health and Safety Code. LPA Reyes informed licensee Ms. Cipres that this report dated 6/16/2022 documents two (2) Type A citations) which shall be posted for 30 consecutive days as there are immediate risks to the health, safety, or personal rights of children in care. Also, LPA Reyes informed the licensee , Ms. Cipres to provide a copy of this licensing report dated 6/16/2022 that documents any Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verific ation. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Home Section 102417. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. A notice of site visit was given and must remain posted for 30 days.
