On May 6, 2026, at 1:25 PM, Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced annual random inspection at the above-mentioned Child Care Center (CCC). LPA met with Director Melissa Ward and discussed the purpose of the inspection. The director provided LPA with an indoor and outdoor tour prior to departing, and Afternoon Supervisor, Lori McCallister, assisted for the remainder of the inspection. At the time of the inspection, 27 children and 4 staff (cleared and associated) were present. The preschool’s hours of operation are 7:30 AM – 5:00 PM, Monday through Friday. LPA in the company of the director toured the interior and exterior of the facility. The CCC consists of 3 classrooms and outdoor play area. LPA observed required licensing forms to be posted within the entryway of the facility. LPA observed the classrooms to be clean and orderly. Age-appropriate toys and equipment are in good condition. Director informed LPA cleaning compounds are stored in a locked closet, inaccessible to children. There are three toilets for children’s use which LPA observed to be clean and free of hazards. LPA observed smoke detectors, fire alarm, and carbon monoxide detector which director stated are checked regularly to ensure they are properly functioning. Carbon Monoxide detector was not tested during the inspection due to children napping. LPA observed a regulation fire extinguisher within the facility. Trash cans with tight fitting lids were observed throughout the facility. Cubbies are afforded for each child in care. LPA observed the outdoor play area to be surrounded by a wooden fence with sufficient space for children’s activities. Drinking water is made available to children via filtered water both inside classroom and outside. continued on 809-C Children's personal water bottles are filled and used during the day. LPA observed age-appropriate equipment and play structure in good repair. LPA notes the play structure's fall zones have sufficient cushioning. A sampling of children's files was reviewed. LPA observed all children's files to be current and complete. LPA also reviewed the files of staff present, which were found to be current and complete as well. LPA notes that all staff have current Pediatric CPR/First Aid certification. Fire drills are being conducted, with the most recent drill completed on 4/30/26. LPA observed the sign-in and sign-out sheets to be filled out appropriately for the children in attendance. No bodies of water were observed. There are no firearms or ammunition on the CCC premises. The CCC does not provide meals or snacks for the children in care; both are provided by the parents. The director stated that extra snacks are kept on hand in the event a child does not bring one. LPA observed the kitchen area to be clean and free of any defects. Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed, on 12/17/22, in accordance to the Written Directives outlined in PIN 21-21.1-CCP . This facility provides Incidental Medical Services – IMS. No deficiencies were given during today’s visit. A notice of site visit was given and must remain posted for 30 days.
