On May 4, 2027 at 11:30 AM , Licensing Program Analyst (LPA) Gigi conducted an unannounced Annual Random inspection of the above Family Childcare Home (FCCH). LPA met with Licensee, Martha Zarate and assistant Luz Santos. LPA discussed the purpose of the inspection. The FCCH operates Monday to Friday from 7:00 AM to 5:00 PM. FCCH provides care to children aged 6 months o 12 years old. During the inspection, LPA and the licensee toured the home inside and out. Six children were present. Required postings were observed in a prominent location. Age‑appropriate toys and equipment were available indoors and outdoors. The backyard was clean and free of tripping hazards. The children’s bathroom contained no toxins, and knives, cleaning supplies, and medications were stored inaccessible to children. In November 2025, the licensee notified the department of her plan to expand the living room day care area toward the front yard. She submitted the architectural plans along with an email describing the measures that would be taken to ensure children’s safety during the construction period. LPA observed that the construction is located at the front of the house and is fully separated from the children’s entrance gate and play area. The extension remains divided by a wall to prevent workers and children from being in the same area and to avoid exposure to debris, nails, wood, and other construction materials LPA reviewed the facility file and noted that the Pediatric CPR and First Aid certificate expires on 6/22/2026, and the Mandated Reporter Training Certificate expires on 6/24/2026. The assistant’s Mandated Reporter Training Certificate expires on 8/9/2026. The assistant has completed the TB test and required immunizations, which are on file. The regulation fire extinguisher was serviced on 3/31/2026. Carbon monoxide and smoke detectors were tested and found functional. Children’s files were reviewed and found complete. The licensee and assistant check on napping infants and document their observations in the Brightwheel application platform. Each infant has a LIC 9227 (Individual Infant Sleeping Plan) on file. FCCH conducts fire and disaster drill every 6 months, last drill was conducted on 1/26/2026. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Continued LIC 809C Licensee, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee Martha Zarate and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the LICENSEE, Martha Zarate confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today’s inspection, no deficiency was cited. Notice of Site Visit was issued and must be posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Martha Zarate
