What the inspector wrote

On 12/9/22, at 1:01 PM, Licensing Program Analyst (LPA) Elvin Baddley made an unannounced inspection to follow up on an Unusual Incident Report (UIR) received by the Department on 12/7/22, concerning a child, herein C1, touching the genital of another child, herein C2 while seating on a cot at the abovementioned Child Care Center (CCC). LPA met Adriana Ramirez-Barron, Early Head Start and State Child Development Program Director, and Angela Rico, Area Manager of the Community Action Partnership of San Luis Obispo (CAPSLO). LPA notes CAPSLO is the Licensee of the abovementioned CCC which is currently closed. As such LPA met with Child Development Program Director and Area Manager at the CAPSLO Headquarter (1030 Southwood Drive, San Luis Obispo, CA 93401) for a visit as opposed to an inspection. LPA notes no children are present. LPA explained the nature of the visit and the UIR was discussed.The incident was discussed as children being exploratory as opposed to children engaged in nefarious activities. Further, staff members were properly positioned to observed children in care, yet the incident occurred despite. Area Manager informed LPA the parents of C1 and C2 were informed of the Incident. Likewise, facility staff members discussed the incident with C1 and C2. A curriculum addressing the subject matter was discussed with all children in care. No deficiencies are cited during today's visit and a Notice of Site Visit form was provided to Child Development Program Director and Area Manager. Child Development Program Director and Area Manager are to ensure Notice of Site Visit is posted at facility for 30 days or a civil penalty of $100 may be issued.
