What the inspector wrote

On February 23, 2026, at 12:10 PM Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced annual random inspection at the above-mentioned Child Care Center (CCC). LPA met with Site Supervisor, Socorro Cano, and discussed the purpose of the inspection. At the time of the inspection 19 children and 5 staff (cleared and associated) were present. The preschools hours of operation are from 7:45am – 4:15pm, Monday thru Friday. LPA in the company of the Site supervisor toured the interior and exterior of the facility. The CCC consists of one classroom and outdoor play area. LPA observed required licensing forms to be posted in the entrance of the facility. LPA observed the classroom to be clean and orderly. Age-appropriate toys and equipment are in good condition. Site supervisor informed LPA cleaning compounds are stored in a locked area of the facility. LPA observed all cabinets and drawers to be secured and free of hazards. There are two toilets and two sinks for children which LPA observed to be properly functioning as well as clean and free of hazards. LPA observed smoke detector and fire alarm which site supervisor stated are checked regularly to ensure they are functioning. Carbon Monoxide detector was not tested at this time due to napping children. Site supervisor stated the carbon monoxide detectors were just replaced this year. LPA observed a regulation fire extinguisher serviced within the last year. Cubbies for all children, trash cans with tight fitting lids, and first aid kit were observed by LPA during inspection. LPA observed the outdoor play area to be surrounded by a chain link fencing with sufficient space for children’s activities. Drinking water is made available to children via filtered water both inside the classroom and outside. LPA observed age-appropriate equipment and play structure in good repair. Continued on 809-C LPA notes the play structure's fall zones have sufficient cushioning. LPA observed a shed in the outdoor play area which is inaccessible to children in care. A sampling of children's files was reviewed. LPA observed all children's files to be current and complete. LPA reviewed files for the staff present which were found to be current and complete as well. LPA reminded Site Supervisor it is their responsibility to ensure staff files are complete and current. LPA notes all staff have current Pediatric CPR and First Aid Certification. LPA observed fire drills are being conducted and logged with the last emergency drill conducted on 2/23/26. LPA observed the sign in and out sheets to filled out appropriately for the children that are present. LPA did not observe any bodies of water on site. There are no fire arms or ammunition on CCC site. CCC provides breakfast, lunch and one snack to children in care. Food is prepared at the school site and delivered to the center. LPA observed kitchen area to be clean and free of any defects. The refrigerator contains food items consumed by the CCC's children. Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed on 1/12/23 in accordance to the Written Directives outlined in PIN 21-21.1-CCP . This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . No deficiencies were given during today’s visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeals rights were provided and report was reviewed with the Site Supervisor, Socorro Cano.
