What the inspector wrote

On 3/13/25, at 9:15 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the Wishing Well School of the Central Coast. LPA met with Director Kimberly Wishon and Office Manager Teresa Beekman. LPA explained the nature and purpose of the inspection. LPA, in the company of the Director and Site Supervisor, toured the interior and exterior of the CCC. LPA observed 6 children as well as 2 teachers (cleared and associated) providing care and supervision. The CCC operates from 8:30 AM to 5:00 PM, Monday - Friday. The CCC provides snacks for the children. Lunches are provided by the parents/guardians of children in care. At 9:30 AM, LPA notes the CCC does not have the Notification of Parents Rights posted in a prominent, publicly accessible place. The remaining required documents and forms are posted appropriately. LPA also reviewed the CCC's Sign In/Out forms which contained parent signatures of children in care. The classroom of the CCC is clean, orderly, and free of toxins. The classroom has age-appropriate furnishings available for children. At 9:40 AM, LPA notes the classroom does not have an operable carbon monoxide detector. The restrooms are in safe and sanitary operating condition. Sharps, cleaning supplies, and medications are stored in elevated cabinets, out of the reach of children in care. Waste receptacles with tight fitting covers were observed throughout the center. The CCC\342\200\231s outdoor playground areas have varied footing surfaces. The outdoor area is enclosed by a combination of wooden and chain linked fencing. LPA observed age-appropriate toys/play equipment in the play area. The play structures in the playground areas have adequate cushioning materials (i.e. wood chips) to absorb falls and shade in the form of trees and shade sails. No bodies of water were observed on site. Filtered water is available to children both inside the classroom and outside in the play area. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). A sampling of staff and children's records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as immunization records. At 10:00 AM, LPA notes the staff\342\200\231s files are incomplete. S1 is missing LIC 9108 and LIC 9052. S2 is missing Qualifications and LIC 503. S3 is missing Immunization Records, TB Clearance, Qualifications, as well as not having current Mandated Reporter training. S4 is missing LIC 503, Qualifications, Immunization, TB clearance, as well as not having current Mandated Reporter training. The Director noted no firearms/weapons or ammunition was stored on the premises. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throu ghout California.
