On 10/02/2025, at 10:46 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random Inspection of the above-mentioned Child Care Center (CCC). LPA met with Bonnie Luther, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director toured the interior and exterior of the CCC. The CCC operates from 7:30 AM to 4:30 PM, Monday - Friday. LPA notes the CCC is currently closed and has not been operational since May of 2024. LPA observed no children in care at the time of the inspection. When operational, the CCC operates out of a single classroom (Purple Door) on site. LPA notes the CCC is part of a combination Infant and preschool program located on the grounds of Trinity United Methodist Church. LPA observed age-appropriate toys and furnishings throughout the CCC. Toys include auditory, visual and tactile stimulation items as well as items to enhance and manipulative skills. LPA observed a carbon monoxide detector in the CCC. The carbon monoxide detector in the CCC was tested at 10:50 AM and found to be operable. The CCC has an operable refrigerator in the kitchen. When the CCC is operating, the refrigerator contains labeled food items and formula for the children's consumption. Additionally, there is available drinking water both inside the classroom and outside in the play area. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Continued on 809-C For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Disinfectants, cleaning solutions, sharps, and medications within the classroom are located in elevated locations and inaccessible to children. Required licensing forms and documents are posted in the infant room and in the Director's Office. The restroom in the CCC is in clean and sanity operating condition and a changing table is within arm\342\200\231s reach of a readily available sink. The CCC's outdoor playground area is enclosed by chain linked fencing. The fence\342\200\231s entry/exit gates are secured. The footing in the area is varied. LPA observed a secure shed in the area which contains CCC supplies. LPA observed age-appropriate toys/play equipment in the play area which are in suitable condition. LPA observed play structures in the playground areas to have adequate cushioning materials to absorb falls. LPA also observed ample shape in the play areas. No bodies of water were observed on site. LPA observed waste receptacles with tight fitting covers throughout the CCC. LPA notes staff and children\342\200\231s records were not reviewed for the CCC as there are no children enrolled and the CCC is not currently operating. Director noted no firearms or ammunition is stored on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Continued on 809-C A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
