What the inspector wrote

On 10/7/21, at 8:45 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Required Inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Karen Ames, Licensee of the FCCH and explained the purpose of the inspection. The Licensee also submitted documentation for a change of capacity. As such, the change of capacity request will be addressed during the aforementioned inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. The playroom (converted garage), garage restroom and outdoor yard are used for child care, while the remainder of the home is excluded. At the time of the inspection, LPA observed five children in care along with an Assistant (spouse, cleared and associated) providing supervision. LPA observed required licensing forms and documents post on the wall in playroom. LPA observed a combination smoke/carbon monoxide detector affixed to the playroom ceiling. The detector was tested (9:45 AM) and found to be operable. LPA observed a regulation fire extinguisher in the FCCH which was serviced on 7/8/21. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed the home\342\200\231s fire/disaster drill log with the most recent fire drill occurring on 9/29/21. LPA notes a screened fireplace in the exterior of the home which is excluded from care and inaccessible to children. LPA observed the FCCH to be clean and orderly. The bathroom which is used for care is clean and free of toxins. LPA observed cleaning compounds in a secure closet in the playroom, while sharps are observed in a nearby secure cabinet. Each location is inaccessible to children in care. LPA notes medications in the FCCH is stored in an interior bathroom which is inaccessible to children in care. Toys, furniture and equipment in the FCCH are age appropriate. The FCCH's outdoor play area's footing is comprised of natural soil, natural grass, rocks and wood barks. Toys and play equipment observed in outdoor play area are age appropriate. The outdoor area has no (CONT. 809-C) fencing. As such reminded Licensee to maintain direct supervision of children when activities occur in this area. LPA observed a water feature (fountain) on site with less than two inches of water. LIcensee was reminded to ensure the water level of the water feature remains a the level noted. LPA observed a child safety gate base of the outdoor stair well which serves are a barricade to the home's upper story. LPA reviewed a sampling of the children records. All records reviewed are current and complete. A current roster of children was reviewed by the LPA. LPA also reviewed the Licensee's records. The Licensee's records are current and complete with Pediatric CPR and First Aid certifications expiring in 6/12/23 (EMSA approved) and Mandated Reporter training expiring on 2/29/22. Licensee informed LPA no firearms or ammunition are stored on site. The Licensee is not providing Incidental Medical Services (IMS). Policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee is reminded that it is Licensee's responsibility to know the regulations for a FCCH which can be accessed on-line at www.ccld.ca.gov . CCLD received a fire clearance for the FCCH on 9/28/21 from CAL Fire granting a capacity of 14. In view of the current inspection the facility is granted the change of capacity request for 14 children effective forthwith. In areas evaluated, there were no deficiencies cited at this time. THE NOTICE OF SITE VISIT WAS POSTED AS REQUIRED BY H&S CODE SEC. 1596.817. THE NOTICE OF SITE VISIT MUST REMAIN POSTED FOR 30 DAYS OR A CIVIL PENALTY OF $100.00 WILL APPLY
