What the inspector wrote

In 7/23/24, at 12:30 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted a Annual Random Inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Kelly Parsons, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. The FCCH is three bedroom, two bathroom single story dwelling. The home\342\200\231s living room, kitchen, hallway bathroom, guest bedrooms and backyard are used for child care, while the home\342\200\231s master bedroom is excluded. At the time of the inspection, LPA observed no children in care. LPA observed required licensing forms and documents post on the wall near the entry door of the FCCH. The FCCH has ample ventilation to support the children\342\200\231s comfort and safety. LPA observed no fireplace on site. LPA observed a smoke and a carbon monoxide detector in the FCCH's hallway. Each detector was tested at 1:15 PM and found to be operable. LPA observed a regulation fire extinguisher (2A10BC) in the FCCH's which was serviced on 7/23/24. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed the home\342\200\231s fire/disaster drill log. The most recent fire drill occurred on 4/9/24. LPA observed the FCCH to be clean and orderly. The bathroom which is used for care is clean and free of toxins. Cleaning compounds in the FCCH are in the FCCH's garage which is inaccessible to children. LPA observed medication and sharps on elevated shelves in the kitchen's cabinets which are beyond the reach of children in care. Toys, furniture and equipment in the FCCH are age appropriate. The FCCH does have working telephone service. The FCCH's backyard is enclosed by a combination of wooden and chain link fencing. The fence\342\200\231s entry/exit gates are secure. The footing in the backyard area is varied. Toys and play equipment observed in backyard are age appropriate and in satisfactory condition. The Licensee is reminded to replace toys and play equipment when such items degraded and are not in good repair. LPA also observed a shed in the backyard which is locked and secure. The shed contains household goods and additional child care supplies. LPA observed no bodies of water on site. (CONT. 809-C, Page 2) LPA reviewed a sampling of children's records. All records reviewed are current, complete, and contain emergency contact information, documentation of 15 minutes checks, when applicable, and other required licensing documents. LPA also reviewed the Licensee's records. The Licensee's records are current and complete with Pediatric CPR and First Aid certifications (EMSA approved) expiring on 10/2/25, and Mandated Reporter training expiring on 10/26/25. LPA observed one dog are on site. LPA reviewed the records for the dog and found the vaccination to be current. Licensee informed LPA no firearms or ammunition are stored on site. Licensee does provide Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02 CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 7/23/24. (CONT. 809-C, Page 3) A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Kelly Parsons.
