On 11/4/22, at 2:20 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Year Required inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Veronica Osio, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the exterior and interior of the FCCH. The home\342\200\231s living room, downstairs guest bedroom, hallway restroom, backyard and converted garage are used for child care services, while the home\342\200\231s upper story is excluded from child care. It should be noted LPA observed a child safety gate at the base of the stairwell which prevents access to the home's upper story. At the time of the inspection, LPA observed five children on site with an Assistant (Spouse, cleared and associated) proving care and supervision. The home has ventilation to afford for child care services. LPA observed no hazardous items on site. Medication is stored in a medicate cabinet in the master bathroom which was inaccessible to children. Cleaning compounds are also stored on the second story of the home. Sharps are in an elevated cabinet in the kitchen which is inaccessible to children in care. Toys, furniture and equipment observed in the FCCH are age appropriate. Required forms are predominantly posted on the wall of the FCCH near the front door. LPA observed a fireplace in the FCCH's living room which is screened and also enclosed by child safety gates. LPA observed operable smoke and carbon monoxide detectors in the FCCH which were tested at 3:45 PM and found to be operable. LPA observed a fire extinguisher on site which was purchased on 11/4/22. LPA noted the fire extinguisher is larger (3A10BC) than required by regulation (2A10BC) but sufficient. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed the home\342\200\231s fire/disaster drill log and noted the most recent fire/disaster drill occurring on 11/1/22. The home maintains working telephone services. The backyard has varied footing and is completely enclosed by wooden fencing. Two locked sheds are in the (CONT. LIC 809-C) backyard area which contain household items. The area has ample shade and age appropriate toys and play equipment. LPA reminded Licensee to replace toys and equipment when they begin to degrade or are not in good repair. No bodies of water is observed on site. The children's records were reviewed. The records were current and complete. Children in care have current emergency contact information, immunization records, sleep plans and sleep logs recording 15 minute checks of sleeping children, among other things. The Licensee's records are also current and complete with Pediatric CPR and First Aid certifications expiring on 6/8/24, and Mandated Reporter training expiring on 6/21/23. LPA observed a dog on site. LPA reviewed vaccinations records for the dog which are current. Licensee stated no firearms and ammunition are on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an or additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. A Notice of Site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Veronica Osio.
