What the inspector wrote

On 11/22/24, at 12:00 PM, Licensing Program Analysts (LPAs) Elvin Baddley and Fernando Hernandez conducted an unannounced Annual/Random inspection of the abovementioned Family Child Care Home (FCCH). LPAs met with Joann Barcellona, Licensee of the FCCH and explained the nature and purpose of the inspection. LPAs, in the company of the Licensee, toured the interior and exterior of the FCCH. LPAs note the FCCH\342\200\231s living room, dining room, backyard and hallway restroom are used for childcare services, while remainder of the home is excluded. LPAs observed a child safety gate at the entry/exit of the home's kitchen/dining room area. At the time of the inspection, five children are present, along with one assistant (cleared and associated). LPAs also note all children were in different phases of sleep/nap during the time of the inspection. The FCCH has spacing and ventilation for children in care. Medication in the FCCH is stored in the home's master bathroom. Cleaning compounds are stored under the kitchen sink and in the FCCH's garage. Sharps are located on an elevated shelf in the kitchen's pantry. LPAs observed toys, furniture and play equipment in the FCCH to be age appropriate. Required licensing forms and notices are predominantly posted on the wall in the living room of the home. The home\342\200\231s living room has a decorative fireplace which is screened by glass. LPAs observed smoke and carbon monoxide detectors in the FCCH. Each detector was tested and found to be operable. The restroom used by children in care is observed to be free of toxins and in sanitary operating conditions. The FCCH has a regulation fire extinguisher (2A10BC) which was service on 10/3/24. LPAs reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The FCCH maintains an operable telephone services. The backyard of the FCCH is enclosed by wooden fencing. The footing in the backyard area is varied. The fence\342\200\231s entry/exit gates are secure. The backyard is partitioned and separated by chain linked gates along each of the home's side yards. Toys, furniture and play equipment observed in backyard area are age appropriate. LPAs observed no bodies of water on site. LPAs reviewed children, staff and facility records. Children's records (CONT. LIC 809-C, Page 2) are current, complete and possessed emergency contact information, immunization records and sleep logs, among other required licensing forms and documents. The Licensee's records are current and complete with Pedantic CPR/First Aid certifications (EMSA approved) expiring on 2/8/25, and Mandated Reporter training certification expiring on 10/24/26. LPAs reviewed the FCCH's Fire Drill log which noted the last fire drill occurred on 8/10/24. The FCCH has a facility roster which contains the names and contact information for children in care. The Licensee informed LPAs the FCCH has no firearm or ammunition stored on site. The Licensee does not provide Incidental Medical Services (IMS). IMS policy was discussed. LPAs discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS on 11/22/24. (CONT. LIC 809-C, Page 3) No deficiencies site during todays inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Joann Barcellona.
