What the inspector wrote

On 8/19/21 at 11:08am, Licensing Program Analyst (LPA) Melissa Stewart and Licensing Program Manager (LPM) Maria Mueller conducted an announced Prelicensing inspection for a change of location and capacity increase. Previous facility number 406215838. Prior to entering the Child Care Center (CCC), LPA Stewart conducted a Risk Assessment with Site Supervisor, Heather Wahlberg, for COVID19 and all answers indicated no exposure to COVID19. The new building contains offices and conference rooms in addition to the nine (9) classrooms, two (2) indoor common spaces and outdoor activity areas. The Paso Robles Joint Unified School District program will provide child care services in seven (7) classrooms, numbers 1-6 and 9, Monday- Friday, 7:30am-4:00pm. The first day with children present will be 8/23/2021. The center was toured and measurements were taken both inside and outside. In each of the classrooms, LPAs observed age appropriate furnishings with activity centers containing books, puzzles, manipulatives, blocks, arts and crafts and dramatic play materials. There are two (2) toilets and three (3) sinks in each classroom. There is a isolation area located in the Nurse's office where first aid supplies and medications will be centrally stored and locked. There are carbon monoxide detectors in each classroom and the Smart Air filtration system also incorporates carbon monoxide monitoring. Drinking water is available both inside via drinking faucets and and outside via faucets and individual water bottles. Heather Wahlberg reported that there are no firearms, ammunition or bodies of water on the premises. Classrooms have outdoor activity areas located behind each classroom with shade, grass and cement areas. LPAs observed age appropriate equipment outdoors. The construction of the main outdoor activity area, located in the central courtyard, is not completed and this space is not accessible to children at this time. A sample of staff and children's files were reviewed and found complete with immunization requirement per SB 792. LPA advised that the Mandated Reporter training must be renewed every two (2) years. Continued on 809-C Heather Wahlberg reported that all staff providing care and supervision to children will complete or renew the AB1207 training on or before 8/31/21. At least three (3) staff have current Pediatric CPR and First Aid certification. Incidental Medical Services (IMS) policy was discussed. Heather Wahlberg reported that there are no children currently enrolled who require IMS. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA advised that Community Care Licensing Division (CCLD) Provider Information Notices (PINs), Title 22, Division 12 regulations and California Department of Public Health COVID-19 guidelines for child care programs can be accessed on-line at www.cdss.ca.gov . COVID19 Information for San Luis Obispo County can be found at https://www.emergencyslo.org/en/covid19.aspx . The Paso Robles Fire Department granted a clearance for 215 children on 8/2/21. This facility meets the requirements of Title 22, Division 12 regulations indoor and outdoor space as well as number of sinks and toilets for children and staff. Increase of capacity to 215 children ages two (2) years- kindergarten is granted and effective today, 8/19/2021. A copy of this report and appeal rights were discussed and left with Heather Wahlberg, whose signature on this form confirm receipt of these documents. LPA provided a Notice of Site Visit (LIC 9213) to be posted. FAILURE TO POST THE NOTICE OF SITE VISIT FOR 30 DAYS MAY RESULT IN A $100.00 CIVIL PENALTY
