What the inspector wrote

This is an amendment to the report issued on 5/25/2023 for the purpose of updating the children's capacity. On May 25, 2023, Licensing Program Analysts (LPA\342\200\231s) Susana Martinez and Daniel Venegas conducted an announced pre-licensing inspection for a change of ownership at a combination infant and preschool center. LPA\342\200\231s met with owner/director Kelsey Sullivan and advised her the reason for the inspection. LPA\342\200\231s and director toured the facility inside and outside. At the time of inspection there were 13 children in care, supervised by 5 adults. The facility plans to operate Monday - Friday 7:30 AM - 5 PM and serve infants ages 0 - 24 months. No bodies of water were observed at the time of inspection. The center will be using 2 rooms for care; room #5 and room #6. Room #5 is split into two sections. Rooms were observed to be clean and free of toxins/hazardous items. LPA observed age appropriate toys and furnishings. Each classroom had a changing table with sink readily accessible. LPA observed enough cribs for the infants in care. LPA\342\200\231s observed a first aid kit easily accessible. The facility has a total of 4 children stalls and 2 sinks. The infant outdoor play area was observed to have ample amount of play space. Play structures and toys were found in good condition. A fire clearance was granted by the Paso Robles Fire Department on 05/18/2023. The center uses water from a bottled source to provide drinking water to children in care. LPA\342\200\231s observed water jugs indoors and outside. Director states the drinking faucets will be removed and not used at the moment. LPA's observed the water fountains to be tapped off making them inaccessible to children in care. Director states she will have the facility tested for lead. LPA provided and reviewed with Site Supervisor the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, ratios, current Covid-19, and safe sleep requirements. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov . Continued on 809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. The center meets Title 22 Division 12 requirements. License will be effective today, 5/24/2023 for total capacity of 24 infants. Staggered schedule waiver approved and on file. Outdoor infant play yard not to exceed 12 children at a time. A notice of site visit was given and shall be posted for 30 days. Exit interview conducted and report was reviewed with owner/director Kelsey Sullivan.
