What the inspector wrote

On 12/31/21, at 9:15 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an announced Pre-Licensing Inspection of the abovementioned Child Care Center (CCC). LPA met with Administrator Kimberly Love, and explained the nature of the inspection. The Preschool consist of 3 classrooms/rooms ( Raindrop Room, ages 3-5, Raindow Room, ages 3-5, Toddler Room, ages 18 months -36 months). The Preschool will have a toddler option and children attending the toddler program will attend the Toddler Room. The CCC will have an infant program on site which will operate under a separate license (406216226 ). Administrator informed LPA of the intention of operating the CCC from 7:45 AM-5:15 PM Monday - Friday. The CCC will be closed on the weekends. LPA, in the company of the Administrator, toured the interior and exterior of the CCC. With regard to COVID 19 guidance and safe practices, the Administrator informed the LPA the staff members check children into the CCC and will asks parents/ authorized representatives COVID-19 health screening questions. Thereafter, the children\342\200\231s temperatures will be taken by center staff prior to entry into the center. Parents/ authorized representatives bringing children to and from the CCC will be asked to wear face coverings. Likewise, staff will wear face coverings when present at the CCC. LPA informed Administrator children age 2 years and older are required to wear face covering when indoors. LPA observed the classroom/rooms used for child care to be clean, organized and free of toxins. Each room is equipped with age appropriate furniture and toys. There is ample storage space in the classroom and cubbies for children\342\200\231s personal effects. Each room has an operable mini refrigerator as well as parent boards containing required licensing documentation. LPA observed carbon monoxide detectors in each room of the CCC. At 9:35 AM, a carbon monoxide detector was tested and found to be operable. There are two separate restrooms available to children containing six toilets and 4 sinks. The restrooms are sanitary and free of hazards. (CONT. 809-C) In addition to the mini refrigerators in the room, the CCC has two large operable refrigerators in the CCC's kitchen. Administrator informed LPA snacks for children at the facility will be provided by the CCC. Administrator informed LPA lunches for children in care will be provided by parents/ authorized representatives. Administrator noted lunches will be checked by CCC staff members to ensure lunches contain food items from the essential food groups and are void of junk foods. The outdoor play area is completely enclosed by wrought iron fencing. The outdoor area contains cement walkways, rubber matting and sand footing. LPA observes play structure in the outdoor play area to be age appropriate and free of hazards and sharp points. The fall zones around the play structures have appropriate cushioning in the form of rubber matting. LPA observed ample shade in the outdoor play area which is provided by trees and building over hangs. LPA notes the CCC has a Waiver from the Department for the staggered use of the outdoor playground area. LPA observed no bodies of water on site. Administrator informed LPA no firearms or ammunition of present at the CCC. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per (CONT. 809-C) day/per person will be assessed if this regulation is violated. The San Luis Obispo County Fire Department granted a Fire Clearance for a total capacity of 36 children on 12/8/21. Based on indoor and outdoor space, toilets and sinks, as well as LPA\342\200\231s record review, this facility meets Title 22, Division 12 requirements for a CCC with a capacity of 36 children. As such, License is effective today, 12/31/21. Exit interview conducted and report was reviewed with the Facility Representative Kimberly Love. A notice of site visit was given and must remain posted for 30 days.
