What the inspector wrote

On 12/7/22, at 11:16 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Year Required Inspection of the abovementioned Child Care Center (CCC). LPA met with Administrator Kimberley Love, and explained the nature of the inspection. LPA, in the company of the Administrator, toured the interior and exterior of the CCC. LPA notes 16 children are on site during the inspection, along with five teachers (cleared and associated) providing care and supervision. The CCC is on the grounds of the Mind and Body Headquarters and operates from 7:45 AM-5:15 PM Monday - Friday. The CCC consists of three rooms and has a toddler option. Additionally, the CCC has an infant program on site which operates under a separate license (406216226 ). It should be noted the Administrator has requested the removal of the toddler option from the CCC. A formal request for the removal of the toddler option was received by CCLD on 10/27/22. LPA observed the rooms used for child care to be clean, organized and free of toxins. Each room is equipped with age appropriate furniture and toys. There is ample storage space in the classroom and cubbies for children\342\200\231s personal effects. Each room has an operable mini refrigerator as well as parent boards containing required licensing documentation. LPA observed carbon monoxide detectors in each room of the CCC. At 11:30 AM, a carbon monoxide detector was tested and found to be operable. There are two separate restrooms available to children containing six toilets and 4 sinks. The restrooms are sanitary and free of toxins and hazards. In addition to the mini refrigerators in the rooms, the CCC has one large operable refrigerator in the CCC's kitchen. Administrator informed LPA lunches and snacks for children in care are provided by parents. Administrator noted lunches are checked by CCC staff members to ensure food brought from home contain food items from the essential food groups and healthy choices. The CCC provides filtered water for the children inside the CCC and in the outside play area. The Administrator is reminded to have the CCC's water sources tested for lead contaniments. (CONT. LIC 809-C, Page 2) The outdoor play area is completely enclosed by wrought iron fencing and has varied footing. LPA observed play structure in the outdoor play area to be age appropriate and free of hazards and sharp points. The fall zones around the play structures have appropriate cushioning in the form of rubber matting. LPA observed ample shade in the outdoor play area which is provided by trees and building over hangs. LPA notes the CCC has a Waiver from the Department for the staggered use of the outdoor playground area. LPA observed no bodies of water on site. Administrator was reminded to replace toys and play equipment which is degraded or is not in good repair. The CCC electronically signs children in and out of the CCC. LPA reviewed the Sign In/Out system printouts which contains the arrival and departure times of children as well as electronic signatures of authorized representatives. A sampling of staff and children's records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as immunization records. Staff records were reviewed and current with Pediatric First Aid/CPR (EMSA Approved) and Mandated Reporter Training certifications, as well as documentation supporting qualifications and experience. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. A Notice of Site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility Representative Kimberley Love.
