What the inspector wrote

On December 14, 2022 at 10:45 AM, Licensing Program Analyst (LPA) Susana Martinez conducted an announced pre-licensing inspection for change of ownership. LPA met with owners Harvest Torrey and Sara Yost and advised them the reason for the inspection. Prior to entering the facility LPA conducted a COVID-19 risk assessment, all answers indicated no COVID-19 present. LPA and owners toured the facility inside and outside. At the time of inspection there were no children in care. The facility plans to operate Monday- Friday 7 AM- 5:30 PM and serve school-aged children. No bodies of water were observed at the time of inspection. The center plans to use 3 rooms for care. Each room was observed to be free of toxins/hazardous items. The room on the main floor has the capacity of accommodating 11 children at a time. LPA observed a fire extinguisher mounted on the wall next to the first aid kit. A carbon monoxide detector was also observed on the ceiling in the main floor. The room has sufficient age-appropriate activities and each child has a separate storage space to store their belongings. The second room downstairs has the capacity of accommodating 20 children at a time. The third room upstairs has the capacity to accommodate 8 children at a time. The total indoor activity space has the capacity of accommodating 39 children. The school-age building has a total of 3 toilets and 3 sinks. The outdoor space was observed to be free of hazardous items and was observed to be fully fenced. LPA observed the outdoor activity space to have shade and sufficient age-appropriate toys for children in care. A fire clearance was granted by the Atascadero Fire Department on 8/18/2022. The owners state the facility will be tested for lead on 12/23/22. LPA observed the outdoor water faucets to be shut off. Continued on 809-C LPA provided and reviewed with Owners the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, ratios, current Covid-19, and safe sleep requirements. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov . Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. The center meets Title 22 Division 12 requirements. License will be effective today, 12/14/2022 for total capacity of 39 school-age children. Exit interview conducted, appeal rights were given, and report was reviewed with owners Harvest Torrey and Sara Yost.
