What the inspector wrote

On February 21, 2024, @ 11:30 AM, Licensing Program Analyst (LPA) Martina Jimenez, conducted an unannounced Inspection for the purpose of performing a Case Management- Change of Capacity inspection. LPA met with Ricarda Avalos Calderon, Licensee and Jose Navarrete, assistant. LPA explained the nature/purpose of the inspection. During this inspection, LPA and Licensee together toured the interior and exterior of the FCCH. LPA observed the FCCH's interior and exterior to be free of hazardous materials and/or toxins at the time of the visit, which would pose a danger to the children in care. LPA observed one (1)infant and two (2) children in care at the time of the inspection. LPA observed a regulation 2A10BC fire extinguisher in the FCCH which was serviced on September 27, 2023. Licensee is reminded to service or purchase the fire extinguisher yearly. Licensee tested the combination smoke and carbon monoxide detectors tested at 12:18 PM, and were functioning at the time of the inspection. Licensee stated that there are weapons in the home. LPA observed at 12:11 PM, a gun secured and inaccessible to children at the time of the inspection. Licensee stated she does not hold a foster family license. CONTINUES ON LIC 809C No prohibited equipment will be allowed or used in the home. No baby bouncers, No infant walkers, No Johnny jumpers, No saucer chairs, No trampolines and any other item that falls into that category are not permitted in the facility. The licensee Pediatric First Aid/CPR certificate is valid until August 23, 2024. Licensee Mandated Reporter Training certificate is valid until August 18, 2024. The licensee provided proof of control of property. Control of property was verified via receipt of lease agreement. Because the applicant, rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. CONTINUES ON LIC 809C On this date, 02/21/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. LPA discussed the safe sleep regulations with applicant, and discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. On December 12, 2023, the Licensee submitted documentation for a FCCH change of capacity. The Licensee is seeking to change the FCCH’s capacity from 8 (Small FCCH) to 14 (Large FCCH). The Paso Robles Fire Department granted a fire clearance following an inspection completed at FCCH on February 9, 2024. Today’s visit was conducted in Spanish by LPA Jimenez. Today, no deficiency were cited. Appeal rights given. The home meets Title 22 of CCR provisional requirements for a Large Family Child Care license effective today. Effective date of license is today February 21, 2024. LPA provided the Licensee a Notice of Site Visit (LIC 9213) to be posted.
