What the inspector wrote

On August 30, 2023 Licensing Program Analyst (LPA) Susana Martinez conducted an announced pre-licensing inspection. LPA met with owner Margit Bereda and advised her the purpose for the inspection. Together with the owner, LPA toured the inside and outside of the facility. The owner plans on closing her FCCH with facility number 406213768 , to open this center. Owner denies having guns and/or ammunition on the premises. The center plans on providing care to children ages 2-5 and wishes to operate Mon-Fri from 7:30 AM- 5:30 PM. The center will be using an app called Brightwheel for sign-in/sign-out. Owner states children will bring lunches from home, and center will provide an AM and PM snack. LPA observed drinking water easily accessible to children in care inside and outside. The drinking water comes from an outside source. The indoor rooms were observed to have sufficient age appropriate toys and learning materials. A functioning carbon monoxide detector was observed to be located in the music room. The children's restroom is located next to the staff restroom. LPA observed three toilets and three sinks in the children's restroom. No hazardous/toxic items were observed inside. The outdoor activity area is fully fenced and has an ample amount of space for children. LPA observed sufficient shade. LPA reminded owner that garbage cans need to have a tight fitted cover at all times. The outdoor play area has a sandbox, a garden, a play structure, and an area referred to as the outside classroom. LPA reminded owner to inspect the sandbox daily and keep it free of hazardous materials. No hazardous items were observed in the outdoor play area. A fire clearance was granted by the San Luis Obispo County Fire Department on 05/16/23, the fire Captain stated no children are allowed to eat or sleep in the outdoor classroom. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Continued on 809-C Owner was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed capacity, ratios, and teacher qualifications. LPA provided a pictorial ratio fact sheet. Preschool Ratios: 1 Qualified Teacher to 12 children or 1 Qualified Teacher and 1 Aide to 15 children or 1 Qualified Teacher and 1 Aide (with 6 semester units) to 18 children. The center submitted an exception request for CCR Title 22, Division 12, Section 101215.1(H)(1)(A) Child Care Center Directors Qualifications and Duties in order to allow Joan Butler to work as the Director of this center while she completes 3 units of administration or staff relations. The exception was granted with the following terms: - Joan Butler maintains current enrollment in ECE 221- Administration of an Early Childhood Education. - Joan Butler, completes the course with a passing grade and update the Department by November 30, 2023 - This exception shall terminate on or before November 30, 2023 - Any changes to the existing conditions must be reported to the licensing agency immediately Continued on 809-C - Licensee understands that if the new director, Joan Butler, does not pass the course she must be replaced immediately with a fully qualified director. The center meets Title 22 Division 12 requirements. License will be effective today, 08/30/2023 for total capacity of 20 children. Capacity was determined by indoor/outdoor square footage and sinks and toilets available for children. A notice of site visit was given to owner and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the owner Margit Bereda.
