What the inspector wrote

On 9/25/2025 at 8:30 AM, , Licensing Program Analyst (LPA) Gigi conducted an unannounced Annual Random inspection of the above Family Childcare Home (FCCH) and met with Licensee, Martha Vargas and Assistant Lidia Lopez. LPA discussed the purpose of the inspection. FCCH operates Monday to Friday, 5:30 AM to 5:30 PM. The licensee provides care for children aged 0 to 12 years old. LPA in the company of Licensee toured the home. LPA observed nine (9) children in care.(2 infants, 6 children over the age of 2 years old and 1 school age child). On or about 8:45, Licensee, transported a child to elementary school. To ensure that FCCH is within ratio, Licensee took additional 2 children, leaving six (6) children (2 infants and 4 children over the age of 2) The accessible areas for children include, the living room, kitchen, dining, one bathroom and the completely fenced yard. LPA observed the age appropriate; toys play equipment and games. The backyard surface is covered with artificial and Bermuda grass. It was noted that no tripping hazards were present. LPA observed the required licensing forms are posted by the entry way. The licensee confirmed there are no guns or ammunition in the home. Fire extinguisher was serviced 5/19/2025. The carbon and smoke detectors were tested and found functional. Children\342\200\231s files were reviewed and found complete. Licensee and assistant checks and documents the situation of the napping infants. Infant enrolled at the age of 0-12 months have Individual Safe Sleep Plan on file. Facility file was reviewed. Licensee and assistant have current Pediatric and Adult First Aid and CPR certificate which is valid until 3/16/2027 and 5/23/2026 respectively. Mandated Reporter training expires on 6/20/2026. Children\342\200\231s rosters are current. FCCH conducts fire and disaster drills every 6 months, and the last drill was conducted on 9/17/2025. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in the Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During today\342\200\231s inspection no deficiency was cited During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Appeal Rights were given and explained. Exit interview conducted and report was reviewed with the licensee, Martha Vargas.
