On 05/28/2025, at 12:55 PM, Licensing Program Analyst (LPA) Shane Loftus conducted a Random/Annual Inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with Jennifer Ernstrom, Licensee and Assistant (spouse) of the FCCH and explained the purpose of the inspection. LPA, in the company of the Assistant, toured the interior and exterior of the FCCH. The home\342\200\231s living room, dining room, hallway bathroom, family room (classroom), and backyard are used for child care. The remainder of the home, including the second story, is made inaccessible by use of child safety gates. At the time of the inspection, LPA observed eight (8) children and one Assistant (cleared and associated) providing care and supervision. LPA observed the FCCH to be clean and orderly. The bathroom used for care is clean and free of toxins. LPA observed cleaning compounds to be stored underneath the kitchen sink. Medications are stored in the master bathroom as well as a locked cabinet in the hallway bathroom. LPA observed sharps are stored on the kitchen shelf. LPA notes all areas are inaccessible to children in care. Toys, furniture and equipment in the FCCH are age appropriate. LPA observed required licensing forms and documents posted on a wall adjacent to the front door. The FFCH has a fireplace on the second story that is covered by a glass screen. LPA observed a dual smoke and a carbon monoxide detector in the FCCH that was tested at 1:05 PM and found to be operable. The FCCH has a regulation fire extinguisher that was serviced on 05/13/2025. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed the home\342\200\231s fire/disaster drill log which noted the most recent fire drill occurred on 12/19/24. The home maintains operable telephone services. The FCCH's backyard is enclosed by wooden fencing. The fence\342\200\231s entry/exit gates are secure. The footing in the backyard area is varied. LPA observed a trampoline in the backyard that is made inaccessible to children in care. Toys and play equipment observed in backyard are age appropriate. Licensee is reminded to remove and replace outdoor toys and equipment when such items begin to degrade and are not in good repair. LPA observed no bodies of water on site. LPA reviewed the records of children on site. The records were current, complete and possessed emergency contact information and immunization records, among other required licensing documents. The Licensee\342\200\231s and Assistant's records were reviewed and found to be current with Pedantic CPR and First Aid certifications as well as immunization records. The Licensee informed LPA no firearms or ammunition are stored on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
