What the inspector wrote

On 10/14/2025 at 3:55 PM, Licensing Program Analysts, (LPAs) Gigi Reyes and Matthew Sapien conducted an unannounced Case Management inspection of the above Family Child Care Home, (FCCH). LPAs met with Licensee, Michael Gutierrez and discussed the purpose of the inspection. LPAs and Licensee toured the home and observed 4 children present under the care of Licensee and assistant. On July 24, 2025, California Department of Social Services (CDSS) Investigative Bureau (IB) interviewed the licensee Michael Gutierrez to determine whether the licensee was aware of the reason for the visit conducted on the same date. The licensee confirmed awareness and stated that the visit was related to a family dispute involving Adult 1 and Adult 2. It was noted that licensee acknowledged the awareness of the allegation (sexual abuse) referring it as a family dispute. The licensee further stated that he did not believe the allegation. Despite being aware of the nature of the allegation, the licensee failed to report the information to Community Care Licensing (CCL) as required. During today's inspection, deficiency was cited under Title 22 Division 12. An exit interview was conducted and report was reviewed with Licensee, Michael Gutierrez. Notice of Site Visit was provided and must be posted for 30 days or a civil penalty of $100 may apply Appeal Rights were given.
