What the inspector wrote

On November 22 nd 2024, Licensing Program Analyst (LPA) Rosie Breault met with applicant Mercedes Petway for an announced pre-licensing inspection at the above forementioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 17 children signed in during this inspection. This is a change of ownership application for preschool facility #406205648 and school age facility #406205649 which will result in a single license. Applicant requests 26 preschool children aged 2 years to entry into Transitional Kindergarten and 27 school age children from Transitional Kindergarten to 14 years old, for a combined maximum facility capacity of 53 children. The facility operates Monday \342\200\223 Friday 7:00AM-5:30PM. LPA with applicant toured and measured the on-limits areas and classrooms located at the facility. The school age children utilize \342\200\234Main Room, Cubby Room, Art Room, and Library.\342\200\235 School age classrooms are located downstairs separate from the preschool classrooms. Preschool children utilize rooms #1, #2, #3, Kitchen, and \342\200\234Entry/Cubby/Toy Storage area\342\200\235. Facility maintains a total of 4 toilets and 4 sinks. LPA observed regulation postings placed in a prominent location, and facility utilizes written logs for purposes of signing in and out. Facility is equipped with a supervised room to isolate and care for any child who becomes ill during the day, with space for cot/mat, separate toilet, and sink, affords easy supervision, and not located in or near food or general toilet area. The facility was observed to be clean, safe, sanitary and in good repair. Floors of all rooms have a surface that is safe and clean. All classroom furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate, and personal cubby space is available to children. Preschool classrooms contain a variety of activities for children, comfortable temperature, ample ventilation, and sufficient number of cots for the requested number of children. LPA observed waste receptacles to have tightfitting covers, in good repair, leakproof and rodent-proof. LPA observed disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children stored elevated in the staff bathroom. Additional toxins are stored elevated and inaccessible to children at the time of the inspection. LPA observed first aid kits, carbon monoxide detector present and functioning at the time of the inspection, and fire extinguisher last serviced on 9/13/2024. Per applicant, no firearms or ammunition are present on property. Indoor activity space for school age children is physically separate from preschool children. At the time of the inspection, LPA observed equipment, and materials to be in good order and toilets provide individual privacy. LPA observed 2 separated play yards, 1 designated for preschoolers and 1 designated for school age. Play areas provide ample shade, age-appropriate toys and equipment, soft material to absorb falls, clean sandbox, and accessibility to water. The playgrounds are enclosed by fences to protect children and to keep them in the outdoor activity area and to prevent co-mingling of the age groups. School age play area offers 1 large main yard and an additional basketball court. No bodies of water are present on the property. Facility provides breakfast, AM/PM snack and filtered water available. LPA observed kitchen to be clean, free of rodents or pests and in good working order. Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226.The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The combined preschool rooms total 920.74 square feet. The preschool outdoor play area totals 1961.01 square feet, which will accommodate applicant\342\200\231s request for 26 preschoolers. The combined school age rooms total 971.18 square feet. The school age outdoor play area totals 4862.70 square feet, which will accommodate applicant\342\200\231s request for 27 schoolagers.
