What the inspector wrote
On September 25th 2024, Licensing Program Analyst (LPA) Rosie Breault conducted an announced prelicensing inspection at the above aforementioned center to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. LPA met with administrator Christy Hillard, and there were 24 children present at the time of the inspection. This application is a conversion of school age license (#406212309) and preschool license (#406214895) to the single license with the addition of the toddler component. Licensee applied to provide care for 12 toddlers aged 18 months \342\200\223 36 months, 48 preschoolers age 2 years \342\200\223 entry into transitional kindergarten and 30 school age children from transitional kindergarten \342\200\223 14 years old. The preschool program operates Monday \342\200\223 Friday 7:30AM \342\200\223 5:00PM which toddler component will also operate at. School age program operates Monday \342\200\223 Friday 1:30PM-5:00PM. The facility is on the grounds of Morro Bay United Methodist Church.
Administrator and LPA toured and measured the on-limits areas and classrooms located at the facility. LPA observed required postings placed in a prominent location, and parents / authorized representatives use written logs for the purposes of signing in and out. The facility utilizes 5 modular classrooms for care and supervision, designated as: room #1 toddlers, rooms #2 and #3 preschool, rooms #4 and #5 school age. After 4pm, school age program operates in room #3. There are 7 toilets, 1 urinal and 9 sinks available for children\342\200\231s use.
The facility was observed to be clean, safe, sanitary, and LPA advised must be maintained in good repair at all times to ensure the safety and well-being of children, employees, and visitors. The facility offers AM and PM snack for children and menus shall be in writing and shall be posted at least one week in advance in an area accessible for review by the child's authorized representative. LPA observed floors of all rooms have a surface that is safe and clean. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. At the time of the inspection, all toxins, cleaning supplies, poisons were rendered inaccessible to children, elevated and out of reach. Carbon monoxide detector present and functioning at the time of the inspection, fire extinguishers were last serviced 5/23/2024 and first aid kits available. Per administrator , no firearms or ammunition are present on property.

The toddler classroom contains age-appropriate toys and equipment. Classroom houses 1 changing table with vinyl covering within arms reach of a sink. LPA observed cots for sleeping and individual cubbies for personal items. LPA observed a range of activities for children, access to water and comfortable room temperature. LPA advised administrator that 15-minute sleep checks are required until 24 months which must be logged daily, with condition and position of child recorded.
The preschool classrooms contain age-appropriate toys, equipment, tables, chairs, bookshelves, sufficient number of cots for napping, and cubbies for individual items. LPA observed comfortable room temperature, access to water, ample play activities for stimulation.
The school age classrooms are located adjacent to modular classrooms which contain ample space, tables, and chairs. Separated bathroom usage which protect privacy and ample sinks.
All age components have individual classrooms and play areas.
The toddler outdoor area consists of 1 yard with regulation fencing and contains sandbox, ample shade, and age-appropriate toys. LPA observed water available to children. Preschool outdoor area consists of 1 large yard with climbing structure which at the time of the inspection, LPA tested to be secure, bicycle track, ample shade, and various toys for play. School age yard consists of blacktop area with equipment and age-appropriate activities. Per administrator, no bodies of water present on property.
Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.
Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.
Administrator was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Administrator was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
The total facility indoor capacity measures 2830.18 square feet which cannot accommodate licensee\342\200\231s request for 90 children.
The total outdoor facility capacity measures square 12651.16 feet which can accommodate applicants request for 90 children.
