On May 19, 2026 at 10:30 AM, Licensing Program Analysts (LPAs) Bill Billones, Izak Diaz and Elizabeth George conducted an unannounced Case Management Deficiencies Inspection at the abovementioned Child Care Center (CCC). Upon arrival, LPAs met with staff member #1 (S1) and informed them of the purpose of the inspection. LPAs observed 27 children present with 3 staff providing care and supervision. At 10:35 AM, Director Elizabeth Delory arrived at the facility to meet with the LPAs. LPAs toured the center inside and outside. Upon arrival, LPAs observed the children in the outdoor play area with the 3 staff members. During the inspection, LPAs observed multiple cobwebs on an outdoor play structure (blue play structure). Additionally, LPAs observed a bucket filled with water accessible to children in care. LPAs note the children were moved to their respective classrooms. LPAs observed the Sunshine Classroom, which was led by staff member #1 (S1). LPAs observed a pair of adult scissors on the table within children's reach. LPAs observed the Rainbow Classroom, which was led by staff members #2 and #3 (S2 and S3). LPAs observed an open face heater, which was not screened and accessible to children in care. Staff stated the heater is utilized and in working order. LPAs observed an accessible staff area where there was a paper trimmer on a shelf within children's reach. The staff area also led to an unlocked staff restroom at the time of inspection. LPAs observed the staff restroom with an unlocked lower sink cabinet, which contained a bottle of disinfectant accessible to children in care. Continued on LIC 809-C . During the inspection, LPAs were informed the CCC's director was recently hired. LPAs requested a directorship packet. In areas evaluated, 1 type B deficiency is being cited under Title 22 California Code of Regulations 101238(g), which can be found on the attached LIC 809-D. Additionally, 4 technical advisories have been issued. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted, appeal rights provided, and report was reviewed with Director Elizabeth Delory.
