Pre-licensing visit·May 23, 2025

On May 23rd, 2025, Licensing Program Analyst (LPA) Rosie Breault conducted an announced pre-licensing inspection at the above-mentioned facility to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Childcare Centers will be met. At the time of the inspection, 52 children were present. This an application for a change of ownership of facility #401712191. Applicant is requesting 75 preschoolers aged 2 years – 6 years. The facility will operate Monday – Friday 8:00am-5:00pm. LPA met with applicant Angelica Ruiz and together toured and measured the on-limits areas and classrooms located at the facility. Preschoolers utilize 3 rooms designated as #1, #2, #3. Facility maintains a total of 9 sinks and 5 toilets which were in order at the time of the inspection. LPA observed regulation postings placed in a prominent location, and facility utilizes “BrightWheel” app for purposes of signing in and out. Facility is equipped with a room to isolate and care for any child who becomes ill during the day, with space for cot/mat, separate toilet, and sink, affords easy supervision, and not located in or near food or general toilet area. Facility provides snacks for children, parents / authorized representatives provide lunch. LPA observed kitchen to be clean, working order and free of pests. Preschool classrooms contain a variety of activities for children, comfortable temperature, ample ventilation, and sufficient number of cots for the requested number of children. LPA reminded applicant facility shall remain clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees, and visitors. LPA observed disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children stored elevated in cabinets. LPA observed waste receptacles with tight fitting lids, first aid kits readily accessible, fire extinguisher last serviced on 05/09/2025, and carbon monoxide tested and functioning at the time of the inspection. Per applicant, no firearms or ammunition are present on property. Preschoolers utilize 2 yards both ample shade, a variety of age-appropriate toys and equipment, soft material to absorb falls, and large grass area. At the time of the inspection, LPA tested equipment and structures were secured. Per applicant, no bodies of water are present on the property. Atascadero City Fire Department cleared facility on 4/30/2025. Drinking water from a non contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure. This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Total preschool classrooms measure 3,138.26 sq. ft. which will accommodate applicant's request for 75 preschoolers. Total preschool outdoor area measures 18,769.64 sq. ft. which will accommodate applicant’s request for 75 preschoolers.
