What the inspector wrote

On July 10th, 2025, Licensing Program Analyst (LPA) Rosie Breault conducted an announced pre-licensing inspection at the above-mentioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Childcare Centers will be met. An application was received for a single license childcare facility requesting to care for 11 preschoolers aged 3-6. The facility will operate Tuesday and Thursdays from 8AM to 1PM. This facility is located on the grounds of Five Cities Vineyard Church. LPA met with applicant Lynsey Delmore and together toured and measured the on-limits areas and classroom located at the facility. Preschoolers will utilize 1 classroom designated as Preschool Room. Facility maintains a total of 4 sinks and 4 toilets which were in order at the time of the inspection. LPA observed regulation postings placed in a prominent location, and facility will utilize BrightWheel app for purposes of signing in and out. Facility utilizes a 2 nd bathroom in the breezeway for any child that becomes ill with a space for a cot/mat. LPA advise applicant must always be able to maintain supervision of other children in the event this bathroom needs to be used. Children will bring lunches and facility to provide snacks. Filtered water is available and children will bring water bottles labeled with their names. The preschool room provides a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. LPA reminded applicant facility shall remain clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees, and visitors. Classroom maintains storage space for children\342\200\231s clothing and personal belongings. LPA observed first aid kits in room. Although no cleaning supplies were present, applicant advised will store in elevated locked cabinet which LPA verified the location. Per director, no firearms or ammunition are present on property. Outdoor area consists of 2 yards (main and side) and LPA observed shade, age-appropriate toys, equipment, and is surrounded by wood fencing. The area around and under the climbing equipment, swings, slides and other similar equipment is cushioned with material that absorbs falls. Per director no bodies of water are present on the property. San Luis Obispo County Fire Dept. cleared facility on 05/20/2025. Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Preschool classroom measures 391.16 sq. ft. and outdoor measures 9490.71 sq. ft. which will accommodate applicant\342\200\231s request for 11 children. Licensure pending managerial approval. An exit interview conducted with applicant Lynsey Delmore, copy of report provided. NOTICE OF SITE VISIT GIVEN AND TO REMAIN POSTED IN A PROMINENT LOCATION FOR 30 DAYS.
