What the inspector wrote

On March 23, 2023 at approximately 11:05am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with director, Michelle "Shelley" Marquez, and explained the purpose of the inspection. Present during LPA's visit included 21 staff members with 110 children (14 toddler option children and 96 preschool age children). Facility is operating within capacity limits and ratio during LPA's visit. All staff on site have fingerprint clearance on file. Hours of operation are Monday to Friday 7:30am to 6:00pm. Facility is a preschool program with a toddler option program. Facility includes 6 classrooms: Orange (2-3 years), Red (18 months to 2 years), Yellow (3 years), Green (3-4 years), Blue (3-4 years), and Purple (4-5 years). With director, LPA toured and inspected facility, indoors and outdoors, for health and safety hazards. LPA observed each classroom to be equipped with appropriate toys, materials and furniture. Classrooms are well ventilated with appropriate temperature. LPA did not observe any safety hazards in teacher's desks/spaces. LPA observed electrical outlets are made inaccessible with child safety covers. Storage for children's belongings are located inside the classrooms, labeled with each child's individual names. Classrooms are equipped with fully charged fire extinguishers, first aid kits, and emergency supplies. Facility has multiple working smoke/carbon monoxide detectors. Sinks accessible to children were observed to be equipped with appropriate sanitation products. LPA observed poisons, cleaning solutions, and hazardous materials to be inaccessible to children in classroom's high shelves and/or locked behind child safety locked cabinets. Bathrooms were observed to be in proper working condition. Diaper changing tables were within arm's reach to a sink. Garbage cans were observed to have tight fitting lids. (Continue on Page 2...) (Continued, Page 2...) Facility currently provides a food service. All food is stored and prepared in facility's kitchen, to avoid contamination. Water is available to children indoors and outdoors with children's individual water bottles that can be refilled through water pitchers. Entire outdoor area was observed to be enclosed and fully fenced. Outdoor area includes two separate playgrounds that is separated into children's age ranges. LPA observed outdoor area to be equipped with appropriate materials that were in good working condition. There is sufficient resilient padding under play structures. Children are signed in and out of facility by their authorized representatives' electronic signatures. LPA observed licensing documentation to be properly posted and available for review. LPA reviewed facility records that included 10 children's records and 7 staff records (whom were present during inspection). LPA observed children's and staff's records to be complete. Children's records have emergency identification information on file as well as required immunizations. Staff members files reviewed all included required immunizations, current Mandated Reporter certifications and current CPR certifications. Director's CPR certificate is also current and will expire 09/2023. Emergency drills are conducted at least once every six months and are properly logged. Last emergency drill was conducted 02/27/2023. Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
