What the inspector wrote

On March 14, 2023 at approximately 8:20am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with assistant director, Katherine Vo, and explained the purpose of the inspection. Director was not currently on site. Assistant director is designated with facility responsibility. Present during LPA 's visit included 8 staff members and 45 preschool age children. Facility is operating within capacity limits and ratio during LPA's visit. All staff members have fingerprint clearance on file. Hours of operation are Monday to Friday 7:30am to 5:30pm. With assistant director, LPA inspected facility indoors and outdoors for health and safety hazards. Program operates in 4 separate classrooms: 2 pre-K classrooms, 3s classroom and a 2s classroom. LPA observed classrooms to be clean, equipped with age appropriate toys and materials. Furnishings were observed to be safe and age appropriate. Sufficient storage space is located inside and outside each classroom, labeled with each child's individual names. Classrooms are equipped with fire extinguishers, first aid kits and emergency backpacks with emergency supplies. Facility was observed to have a working carbon monoxide detector. LPA observed electrical outlets in classrooms to be made inaccessible with child safety covers. Any poisons, cleaning supplies, and hazardous materials were stored inaccessible in classroom's high shelves. Pre-K classrooms share restrooms while 2s and 3s classroom shares a separate restroom. LPA observed children's restrooms to be in proper working order. Sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit. LPA observed garbage cans to have tight fitting lids. Program utilizes cots for napping children. Sheets and blankets are provided by program. Families have option to provide their own blankets if needed. Sheets have been laundered daily and are appropriately stored. (Continue on Page 2...) (Continued, Page 2...) Facility currently provides a food service that includes snacks only. Children's families provide lunch. Water is available to children indoors and outdoors with each child's individual drinking water bottles that can be refilled at facility through filtered water pitchers. Outdoor area was observed to be equipped with age appropriate materials that were in good working condition. There is sufficient resilient padding under play structure in outdoor area. LPA observed sufficient shade in outdoor area. Entire outdoor area is enclosed with an at least 4ft high fence. Children are signed in and out of facility by their authorized representatives' electronic signatures. LPA observed all children present were properly signed into the program. Facility has license documentation and information properly posted and available for review in multiple areas of facility. LPA reviewed facility records that included 10 children's records, 8 staff records (whom were present during inspection). LPA observed children's and staff's records to be complete. Multiple staff members present during inspection have valid and current CPR certificates. Staff members on site also have current Mandated Reporter certifications and required immunizations that were made available for review. Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. Assistant director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . Assistant director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
