On September 24, 2024 at approximately 9:00 am, Licensing Program Analysts (LPAs) Melissa Zaragoza and Catrina Quimbo, conducted an unannounced, annual inspection. LPAs met with Director, Teresa Thomas, and explained the purpose of the visit. Preschool program is a located in a two-level facility. Preschool program is currently operating on the entire first floor of the facility. The second level of the facility is off limits to children. Hours of operation are Monday through Friday 7:30am to 5:00pm. Present during LPA's visit was the director, 11 preschool age children, 1 child under 24 months (23 months old) and 3 teachers. Program is operating within capacity limits and ratio during LPAs' visit. LPAs inspected facility, indoors and outdoors, for health and safety hazards. Facility includes a variety of toys and materials that were in good condition. LPAs observed classrooms to have age-appropriate furniture, equipment, and materials. LPAs observed cleaning materials to be stored in cabinets' high shelves, inaccessible to children in care. Children sleep in two rooms of the facility. Children sleep on their individual cots. LPAs observed cots to be stored in a closet, in the bathroom. Per director, the center assures that sheets are clean and maintained by handing them to parents, weekly, for laundering. Per director they sanitize and wipe down cots regularly or when needed. Facility is equipped with multiple fully charged fire extinguishers, first aid kit, and carbon monoxide detectors. LPAs tested carbon monoxide detector during visit, which was observed to be working. LPAs tested the smoke detector, which was also observed to be working. (Continue Report on Page 2...) (Continued, Page 2...) Bathroom for children's use was observed to be clean. Sinks and toilets were in working condition. Sinks accessible to children were equipped with appropriate sanitation products. There are 4 toilets and 4 sinks in the bathroom. LPAs also observed a water fountain in the bathroom sink. Program provides a food service that includes snack and lunch. Food is prepared in the facility kitchen. LPAs observed food appropriately stored and maintained. LPA observed children’s food preferences to be posted outside the closet door, where food is maintained. LPA observed poisons and chemicals to be stored separately from food items. Outdoor area is entirely enclosed and fenced. LPAs observed an outdoor play area. Outdoor play structure has tanbark flooring. Outdoor play area has trees around the facility, which provide shade to children when playing outside. LPA observed a sand box and a garden that is used by children. Outdoor materials are stored outside in bins, that was observed to be in good working condition. Program uses sign in/sign out sheets for a sign in/sign out system. LPAs observed licensing posters and documents to be properly posted. Program conducts disaster drills at least once every six months. Last disaster drill was conducted on 06/03/2024. LPAs reviewed all facility staff records.At least one staff member on site has a current CPR/First Aid certification that will expire 04/2026. Staff on site have required immunizations available for review. LPAs reviewed 6 children facility records which were complete and had all required documents. Children's records have emergency information on file. LPA reminded director license is to serve children 2 years to entry into first grade only. Director was reminded all staff hired are required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Water quality was tested on May 9 , 2023 and results complied. Lead water was tested after the due date of 1/1/23. LPA's discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Program was cited a Type B citation for not completing lead water testing requirement by due date of January 2023. Appeal Rights were provided. Facility's lead levels were within the 5.5ppb threshold, therefore deficiency cited today will also be cleared today. A notice of site visit was given and must remain posted for 30 days.
