What the inspector wrote

On December 14, 2022 at 10:29 AM, Licensing Program Analysts (LPAs) Cowan and Olguin-Leon met with Facility Administrator, Scott Rosales, for a 1 Year Required Inspection. Purpose of the inspection was explained. Present, in the facility is administrator, 8 staff, and 45 children in care. Facility is operating within its capacity, and facility is in compliance with staff / child ratio on this day. Facility operates day care Monday to Friday from 08:00 AM to 5:00 PM. At 10:33 AM, with administrator, LPAs inspected the day care rooms and play yard. LPAs observed facility has installed smoke detector, carbon monoxide detector, fully charged fire extinguisher, and working telephone on site. Facility has age appropriate furniture. Facility floor is in good repair and free of any hazards. At 11:08 AM, LPAs observed that cleaning supplies had not been put away, and were accessible to children. This is a potential risk to children in care. A type B citation is issued for this deficiency. There are first aid supplies available for the classrooms . All bathrooms are in working condition. Facility has a sufficient amount of sleeping matts available. Food preparation area is free of litter. Food is stored adequately to prevent contamination. Play yard is free of hazards. There is a sufficient amount of bark to help absorb the impact of falls. There is water available on the yard as well as in the classroom. Report continues on next page\342\200\246\342\200\246\342\200\246. Page 2 LPAs observed that facility is using electronic sign in / out. LPAs collected a print-out of children signed in. Facility has license and all other required documents posted and visible for the public. There are menus posted at least one week in advance and are visible to the child's authorized representative. Facility\342\200\231s last emergency drill was conducted 11/29/22, and is properly logged. At 12:05 PM, LPAs reviewed the facility records. LPAs reviewed 5 random children's files and 5 staff files. At 12:13 PM LPAs observed that child did not have a Physicians Report on file. At 12:46 PM, LPAs observed that 5 out of 5 staff did not have current Mandated Reporter Training of file. LPAs also observed that 2 staff did not have TB clearance on file, 2 staff did not have Health Screenings on file, and one teacher did not have transcripts on file proving education. These are potential risk to children in care and Type B citations are issued for the above deficiencies. LPAs discussed the absence of the current named director with facility administrator. LPAs discussed the use of Guardian to manage associations. LPAs discussed facility files as well. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. Page 3 Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPA observed the completion certificates on file.
