On September 3, 2024 at approximately 1:15pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with director, Brittany Arango, and explained the purpose of the visit. Present during LPA's visit included director, teacher (T1) and 10 preschool children. Facility is operating within capacity limits and ratio during LPA's visit. Program operates as a co-op. Hours of operation are Monday through Friday with a full day program (8:00am to 5:30pm) and a part time program (8:00am to 12:30pm). Per director, during part time program there are at least 3 parent volunteers with qualified staff on site. With director, LPA inspected day care areas for health and safety hazards. Facility is appropriately ventilated with proper temperature. LPA observed facility to have a variety of toys, equipment and furniture that are in good condition and age appropriate. Facility includes areas for art, dramatic play, gross motor development, and circle time. There is a loft area inside the facility that is designated as a library/quiet reading area for children. LPA observed areas in facility to be clean and organized. There is a carpet in the facility that is free of stains. Storage for children's belongings is located inside the classroom, labeled with children's individual names. There is a heater inside the facility that is made inaccessible to children. LPA observed electrical outlets to be covered with child safety covers. Facility is equipped with multiple first aid kits, fire extinguisher, an emergency binder, and multiple smoke and carbon monoxide detectors. LPA observed poisons, chemicals and cleaning solutions to be stored behind child safety locked cabinets and/or stored in facility's high shelves. Due to facility being a co-op, food service is provided by enrolled children's parents and/or authorized representatives daily. Food service is prepared in kitchenette area and distributed to children. LPA observed kitchenette to be inaccessible to children with a child safety gate. LPA observed kitchenette to be clean. Children's allergies are posted and available for review. (Continue Report on Page 2...) (Continued, Page 2...) Drinking water is available to children, indoors and outdoors, with children's individually labeled water bottles that can be refilled on site through a filtered water container (that is refilled through kitchenette sink). Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA referred director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Restroom for children's use was observed to be in working condition. There is a diaper changing table in restroom for diapering children. Per director, dirty diapers are disposed of in individual garbage bags and thrown in garbage bin. LPA observed garbage bin to have a tight fitting lid. Children's diapers are properly labeled and stored. Full time program enrolled children sleep on cots. LPA observed cots to be labeled with children's individual names. Cots are stored appropriately when not in use. Sheets are provided by program while blankets are provided by children's families. When not in use, blankets are stored in children's individual cubbies. Per director, cots are sanitized daily. Outdoor area is entirely fenced and enclosed. LPA observed outdoor area to have a variety of toys and equipment that are in good condition. Per director, outdoor toys and materials are sanitized daily. There is a play structure in the outdoor area with resilient padding underneath. LPA observed poles in outdoor area to have soft cushioning installed. LPA did not observe any pools, spas or bodies of water on site. Children are signed into and out of program by children's authorized representatives' electronic signatures. Licensing documentation is properly posted and available for review. Emergency disaster drills are properly logged. Last disaster drill was conducted 07/29/2024. LPA reviewed facility records that included 5 random children's files, director's and T1's files, which were complete. Children's files have record of emergency information on file. Both director and T1 have a current CPR/First Aid certification and Mandated Reporter certifications. Director, T1 and random selection of parent volunteers have proof of required immunizations, that were made available for LPA's review. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were issued during today's visit. A notice of site visit was given and must remain posted for 30 days.
