What the inspector wrote

Licensing Program Analysts (LPAs) Kassandra Medrano and Diana Alvarado conducted an unannounced case management inspection. LPAs met with Heather Baumracker, Director, and explained the reason for today's inspection. Purpose of today's inspection: Facility is applying to increase the licensed capacity of the current preschool license from 36 preschool children to 38 preschool children. There has not been any addition to rooms. The Facility is currently licensed at 1336 Arroyo Avenue in Building B on the campus of United Community Church of Christ (UCC) in rooms 110 (Penguin), 112(Orca), 114 (Owl). A fire clearance approval from Redwood City Fire Department was granted on 9/25/2024. Hours of operation are Monday through Friday 7:15 am-5:45pm. LPAs observed the required postings at the front entrance of the facility. LPA observed 30 children with 7 staff during today's inspection. LPAs toured the facility and took measurements of the indoor space of all rooms and outdoor space were taken during today's inspection. The indoor and outdoor measurements are as follows: Indoor measurements: Room 110 (Penguin): 20.741 x 23.478 = 486.96 minus 16.4 encumbered space = 470.82 Room 112 (Orca): 20.728 x 20.922= 433.67 minus 13.89 encumbered space = 419.78 Room 114 (Owl): 23.93 x 20.807 = 497.91 minus 13.52 encumbered space = 484.39 Total Indoor Space measurements: 470.82 + 419.78 + 484.39 = 1,374.99 divided by 35 = 39 Children Outdoor measurements: Playground: 105.8 x 55= 5819.00 + 16.453 x 7.858=129.29 minus 21.20 encumbered space=5927.09 Total Outdoor Space Measurements: 5927.09 divided by 75 = 79 children Report continued on following page... Page 2.. During the inspection, LPAs and director were joined by the Board chair, Michelle Myhre. Michelle stated that fire inspected Mahany Hall and is only used for special events when parents are present. The facility is clean, safe, sanitary, and in good repair. The Facility has adequate lighting and air in all three Rooms. There are no wall heater or fireplace units in the Facility. Children will bring their lunches from home and the facility only provides AM and PM snacks to the children. Disposable utensils and plates will be utilized by the facility. LPAs observed solid waste containers with a tight-fitting lid in all three rooms and in the playground area. Drinking water inside and outside will be provided through reusable water bottles and installed water dispensers. LPAs observed 7 sinks, and 3 toilets available for the preschool children. There is only cold running water in the children's sinks. There are enough materials, toys, and supplies for the capacity of children requested. All equipment and furniture are safe and age appropriate. Staff have a separate staff bathroom on site in Mahany hall. Sick children will be isolated in director\342\200\231s office or in hallway area of the facility and isolation equipment is available. The director stated that if bathroom is needed by sick child, they do have the ability to isolate in the restroom near owl room. There is a fully charged fire extinguisher, smoke detectors, and carbon monoxide detectors. Director states that there are no weapons, such as firearms, stored on the premises. The preschool playground is adequately fenced. There is sufficient equipment, toys, and materials for the preschool children outdoors. LPAs discussed supervision requirements of the children whenever they are in the playground area. Shaded rest areas are available throughout the playground via building overhangs, and trees. There were no bodies of water observed during today's inspection. Areas around the age appropriate & secure play structure and slide have resilient material pour in place rubber flooring. Transportation will not be provided by the facility. The facility has a working telephone: 650-595-1910. Heather, Director, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Exit interview conducted and report was reviewed with Heather Baumracker, Director. No deficiencies issued during today's inspection. Notice of site visit was issued and must remain posted for 30 days. LPAs advised Director that capacity is approved and a preschool license for 39 preschool children is approved effective today, 10/23/2024.
