What the inspector wrote
On April 30, 2026, at approximately 1:20pm, Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an unannounced annual inspection. LPA met with Site Supervisor, Briana Huss. LPA explained the purpose of the inspection. Present in the facility today were Site Supervisor and 4 staff supervising 45 school age children. All staff present have criminal background clearances and are associated with the facility. Facility is in compliance with staff/child ratios. Facility operates a before and after-school program from Monday – Friday from 6:30am - 8:15am & 12:45pm - 6:00pm and runs full time during non-school days/holidays, including summer.
After school program is licensed to operate in portables #A & #B and classroom #5 on the site of Henry Ford Elementary School. Currently, classroom #5 is not in use. Facility has licensing documents displayed which includes, License, Parents rights, Personal rights, Car seat law and Earthquake Preparedness checklist. Documentation is easily visible for parents to review.
Program uses Hubbe app. on an iPad to sign children in and out of program. Staff sign children into the afterschool program and parents use a unique pin and signature to sign their child out of program.
LPA observed that each classroom is equipped with age-appropriate furniture, such as tables, chairs, sofas and floor pillows to provide comfort. Age-appropriate toys, crafts, board games and other activities are available in each classroom. Carbon monoxide detector and smoke detector were tested during today’s visit and were in working condition. Each classroom is equipped with fully charged fire extinguisher and first aid backpack. Storage cubbies are available for children to store personal belongings. Classrooms have proper temperature, ventilation and lighting.

All poisons, cleaning solutions and hazardous materials are stored inaccessible to children in off limit areas or facility high shelves. Facility provides snacks for enrolled children and menus are posted in classrooms. Children bring their own individual drinking bottles that are refilled as needed, from a water filtered pitcher in the classrooms. LPA observed kitchen to be clean, and food properly stored to avoid contamination.
There are two outdoor playground areas which are completely enclosed with a 5 ft chain link fence. TK/Kinder playground is in good condition and includes a large climbing slide play structure and climbing dome. TK/Kinder fence is equipped with privacy mesh. Second playground for older children includes an age-appropriate climbing play structure, grass area and asphalt play area. Swing set is currently cautioned off and not in use. Flooring underneath both playgrounds is tanbark.
During inspection, LPA reviewed facility records that included 5 children's records and 5 staff records. LPA observed children's and staff's records to be complete. At least one employee has an up-to-date CPR & First Aid certificate. Staff have an up-to-date Mandated Reporter Certificate. Last emergency drill was conducted April 29,2026. Facility conducts emergency drills twice a month and is properly documented.
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Facility representative was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before

January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.).
LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
