What the inspector wrote

On April 14, 2025 at approximately 9:00 AM, Licensing Program Analyst (LPA) Janet Gil, conducted an unannounced, annual inspection. LPA met with Office Administrator, Geneva San Miguel, and explained the purpose of the inspection. Director was not present during LPA's visit, due to being in a separate meeting on campus. Preschool program operates at General Pershing State Pre-School. Program operates in classrooms #1, #2, #5 and #6. Present during LPA's visit included 11 staff and 47 preschool children. All staff are fingerprinted through Jefferson Elementary School District. Facility is operating within capacity limits and ratio during LPA's visit. Facility operates with a full time and part time program. Classrooms #1 and #2 operate from 8:00 AM to 2:30 PM. Classrooms #5 and #6 operate from 8:30 AM to 12:00 PM. LPA and Office Administrator inspected all 4 preschool classrooms and the outdoor areas for health and safety hazards. LPA observed each classroom to have a variety of toys and materials that were in working condition. Children's furniture and equipment were observed to be age appropriate. Activities in classrooms are separated into multiple areas. Rugs in all classrooms were observed to be clean. Storage for children's belongings are located inside the classrooms, labeled with children's individual names. LPA observed each classroom to be equipped with a fully charged fire extinguisher, and a fully stocked first aide kit. The entire building has a implemented fire alarm system. LPA observed a carbon monoxide detector in each classroom. LPA tested each detector in each classroom, which were all observed to be in working condition. Electrical outlets in classrooms are made inaccessible with outlet covers. LPA observed cleaning solutions, poisons and other chemicals to be inaccessible to children in facility's high shelves. Cabinets in classrooms that do not have child safety locks did not include any hazardous materials or poisons. Each classroom includes at least one sink that was observed to be working. Sinks accessible to children do not provide hot water. Drinking water is available to children, both indoors and outdoors, with filtered water pitchers and cups. Program provides food service through the school district and is brought into each classroom. Menus are posted. Continue on Page 2... Continued Page 2... Classrooms #1 and #2 include a bathroom that was observed to be in working condition. Children in enrolled in classrooms #5 and #6 that are part time only use bathrooms in the outdoor area. LPA observed children's bathrooms to be in working condition. Bathrooms include appropriate sanitation products. Entire outdoor areas are fully enclosed. LPA observed two play structures in the outdoor area that have padding underneath. LPA observed sufficient outdoor toys in working condition. LPA observed a sand box outside classroom #1 and #2. Per office administrator, sand box is properly covered when not in use. Outdoor area includes storage sheds that children do not have access to. Per office administrator, all outdoor play materials are stored and locked in storages when not in use. LPA did not observe any bodies of water. Children are signed in and out of facility through a paper system by the front entrance. All children were signed in correctly during LPA's visit. Facility has license documentation and information properly posted and available for review in main entrance of facility. Preschool program conducts drills every month. Last conducted disaster drill was on 03/24/2025. LPA reviewed 12 children's files and 8 staff files. Children's and staff files were complete with a record of emergency identification information on file. All teachers have a valid CPR/First Aid certificate that will expire 8/2026. Mandated Reporter Training Certificates are also on file for each staff. Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. Office Administrator is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPA observed the completed certificate on file. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. Office Administrator was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Continue on Page 3... Continued, Page 3... Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. No deficiencies were cited today under CCR, Title 22, Div. 12, Chapt. 1. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with, Office Administrator, Geneva San Miguel.
