What the inspector wrote
On May 9, 2025, at approx.8:35 am Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director, Lisa Dayeh for an unannounced annual inspection visit. Purpose of inspection was explained. Present today was Director, 4 staff and 25 preschool children. Facility is operating within capacity and in compliance with staff/child ratio. All staff present today have criminal background clearances and associated to facility. Preschool program runs a part-time and fulltime program Monday \342\200\223 Friday from 8:30 am \342\200\223 11:00am and 8:30am - 3:15 pm. Facility is closed during summer break.
LPA and Director toured the facility for health and safety hazards. Preschool operates on the campus of Woodside Elementary School in one building which is divided into two classroom; 1A and 1B. LPA observed classrooms to be clean and orderly with proper temperature and ventilation. There are plenty of age-appropriate toys, child size furniture, learning materials, art supplies and sleeping cots. Facility provides sheets for sleeping cots and are washed weekly or as needed. Storage cubbies are available for children to store personal belongings and are located inside classrooms. There is a restroom in each classroom equipped with two working toilets and two sinks with no running hot water. There is a separate staff restroom on site. There is a kitchen located in between both classrooms. All trash cans are equipped with tight fitting lids. LPA observed electrical outlets to have childproof covers. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children.
Outdoor playground is equipped with a climbing/slide play structure, a sand box, two swing sets, climbing rocks and ride on toys, all in good condition. Outdoor door patio area has toy cart and flooring is cement. Play structure flooring is tanbark to cushion falls. Trees provide shade to children in care. Outdoor play area is surrounded with a 4 ft. metal fence. LPA did not observe any pools, spas, or other similar bodies of water on the premises. Per Director, there are no firearms or weapons on site.

Facility does not provide a lunch service; children bring their own lunches from home and facility provides snack to children. LPA observed kitchen to be clean and snacks properly stored to avoid contamination and spoiling. Children bring their own labeled water bottles from home and water bottles are refilled from Brita water pitcher. First aid kits are fully stocked with medical supplies. Incidental Medical Services were discussed and medication reviewed by LPA. Sick children are isolated in an office or nursing station and away from other children.
Facility uses Bright wheel for sign in and sign out using an iPad. Parents use a QR code and PIN# assigned to each person. LPA observed fully charge fire extinguishers in classrooms. Per Director, smoke detectors are integrated into the school\342\200\231s fire alarm system. LPA observed and tested carbon monoxide detector which were installed in each classroom. Last emergency drill was conducted on April 23, 2025, and are conducted monthly and is properly documented. For communication facility has a landline in each classroom, use Bright wheel staff app and use walkie talkies to communicate with staff.
LPA reviewed 6 random children\342\200\231s records 6 staff records. Children's records are kept digitally. All children's and staff files were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. LPA observed daily activity schedule posted.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Facility submitted proof that building was built after 2010.
Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at

No deficiencies were issued today under Title 22 Division 12 of the California Code of Regulation.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
