What the inspector wrote
On June 4, 2025, at @ approx. 1:15pm Licensing Program Analyst (LPA) Maria Olguin-Leon met with lead teacher, Dez Murillo for an unannounced annual inspection. Purpose of inspection was explained. Site Supervisor, Sharon Pfeiffer arrived during visit. Present today, Site supervisor, 12 staff and 95 school age children. All adults present have criminal background clearances. Facility is operating within capacity and in compliance with staff child ratio. Facility operates an after-school program during the school year from Monday-Friday from 7am-8am and 1:30pm-6pm.
LPA and lead teacher toured the facility for health and safety hazards. Facility is licensed to operate on the campus of Las Lomitas Elementary School site in classrooms; 111-118, 126-128, 130-131, 201-208, 221-224, 401-418, 501-509, 603-604, 606-610, 701-704, Cano Hall 301 and Library/computer lab 313. Currently facility is only utilizing classrooms; 127, 128, 203, 606, 607, 701, and 704. Classrooms are clean with proper ventilation. There are plenty of age-appropriate toys/games, art/crafts material, furniture and learning materials all in good repair. Children’s belongings are stored outside on hooks. All trash containers have tight fitting lids. Facility shares bathroom with school and there are separate bathrooms for boys and girls. There is a separate staff bathroom. Facility uses school playground which has a large play structure in good repair. Playground flooring has tanbark to absorb and cushion falls. There is a large blacktop area and grassy area for children to run and play on. LPA did not observe any pools, spas or other bodies of water.
After school program provides snacks for children in care. Food is properly stored and labeled in classroom closet to avoid contamination. Children bring their own labeled water bottles and water is refilled with Culligan water dispensers. There are fully equipped first aid kit stored backpacks. LPA reviewed medication and IMS was discussed. Isolation area for sick children is a sectioned off area of classroom and away from other children. All cleaning products, chemicals, and toxins are inaccessible to children and locked in storage cabinets.

LPA reviewed sign in/out sheets; staff sign in after school children using a CSR (child’s supervision record) and parents sign children out on sign out sheet. Classrooms are equipped with fully charged fire extinguishers. Per site supervisor, carbon monoxide and smoke detectors are integrated into fire alarm system. Facility maintains landline phones in classrooms and staff use walkie talkies for communication.
LPA reviewed 5 children’s records and 5 staff record. All the records were complete and up to date. The facility has all necessary paperwork available posted, which include License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted on 05/14/2025 and properly documented. Per Site supervisor, there are no firearms or weapons on site.
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Site supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Site supervisor was reminded about the Provider Information Notices (PINs) on the CCLD website. Licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Site supervisor is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at

Site supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During LPA’s visit no deficiencies were issued in accordance with Title 22 regulations.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements may result in an immediate civil penalty of $100.
